The Policy Research Of Regional Economic Coordinated Development In China

Since new China had established, especially more than 30 years from the reform and openning, China has transformed from the poor and blank old society into second big economy in world.The Chinese economy has innovated by average 9.8% rising preyear which is "the miracle" in economic growth history.But because of vast territory, the difference of area development conditions, the imbalanced resources distribution, the disparity development has become the key point of Chinese party national policy since new China establishing. In 1990s, along with gradual growth of Chinese region disparity, the national stable and integrity will be affected. So the relatively complete regional coordinated development strategy in China formed. This is now meant "promote the eastern area to leading development, push the western area to big development strategy, promote the Northeast old Industrial base and the strategy of promotion middle area rises",which is the coordinated regional development strategy in China.But as Chinese regional relations development targets, the regional coordinated development strategy, do not solved the whole problem of Chinese regional coordinated development.Because the goal is macroscopic, the realized method to goal is actually microscopic.So how to establish mechanism to achieves Chinese regional coordinated development is precisely research key in this article.The article expands research to three parts:The first part, is description of Chinese regional disparity, including first chapter and the second chapter. The first chapter is introductory remarks of the article, which introduces background of the article and the main body frame of entire paper, so that we have an integrity understanding to the article; The second chapter introducs the method of regional disparity studies, and research achievement to Chinese regional disparity; The description of Chinese regional disparity, and the decomposition on the Chinese regional disparity, strengths the constitution of Chinese regional disparity from mul-angles. The second part, including the third chapter, uses the pana data to form the reason to analyse the regional disparity. Having introduced the analytical study method to Chinese regional disparity and the research results in domestic and foreign, the author obtain further understanding to Chinese regional disparity within the econometrics method.The scholars obtain the different factors to the influences of regional disparity through the econometrics method, thus obtain that the regional coordinated development is not the regional synchronization development, or shares the wealth. The article uses the newest pana data to analysis obtain the factors to the regional disparity, which indicate that the four essential factors to Chinese regional disparity is human capital quantity,the industrialization, the marketability and the international capital.The third part realizes the policy of Chinese regional coordinated development, including four,fifth,sixth,seventh and eighth chapter.The fourth chapter introduces the theory of regional coordinated development and China's practice.Afterward four chapters elaborats the Chinese regional coordinated development method from the financial policy, the monetary policy, the populational policy and the regional policy. In the fiscal policy, the author advocated the implementation of the fiscal decentralization among central goverment, provincial and county; the livelihood issues given to the local government with establishing a democratic financial system; a national fiscal transfer payment system accomplished; the central government pay more attention to the main functional areas, improving space for sustainable development. Through establishing a combination of top-down and bottom-up paradigm of financial market management; implement a system of differential regional financial policies; improve regional economic development level and create conditions for financial regional development to support regional coordinated development. In the population policy author claimed to improve China's population policy.Population movements should be adhered to human resource development, migration should be co-ordinated between urban and rural, combining sustainable development; all groups should share growth (or inclusive growth) principles; the central government should led step by step. In regional policy, the author advocated legislation firstly, leading a national regional development agencies; adhering to combine regional development and regional migration; emphasising on environmental protection and sustainable development.The ninth chapter is the conclusion, the paper concludes that there is no doubt that the central government should act as the main responsibility for regional development, The central government should play role in two aspects:Firstly, make regulations and policy formulation, then implement and supervise, and secondly supply infrastructure and other public goods equalization. To obtain this goal, government should do:(1) guiding the less-development region to establish the concept of modern market economy; (2) coordinating the establishment of specialized regional development organization; (3) construacting a platform for private investment; (4) making investment environment better.
