Housing has always been a hot topic in People's Daily life,and the realization of "home ownership" has always been the goal of the government.At the end of 2013,low-rent housing and public rental housing to merge,referred to as public rental housing,public rental housing in a whole new look back to the people's field of vision,this reform is seen as another milestone of China's housing security system.Although China is constantly improving the related housing security system,due to the late start,there are still many deficiencies,especially in the public rental housing withdrawal.In recent years,public rental housing violations increased year by year,"only in not out" phenomenon exists generally,these illegal phenomenon will further expand the gap of housing supply and demand,make the housing supply and demand contradiction is becoming more acute.Therefore,the establishment of a reasonable and efficient exit mechanism is not only the urgent need of the people,but also an important guarantee for the harmony and stability of the country.This paper mainly discusses the problems of public rental housing in Qingdao.Qingdao as the coastal open cities in China,cities under separate state planning,shandong peninsula blue economic zone of leading cities,is also the pioneer of China's public rental housing construction city,in terms of public rental rent out,have its representative,also has its urgency.Through to the Qingdao housing center field interviews and related street agency,found that the current exit effect is not ideal,each year the number of people out of public rental housing is very limited,for public rental housing rent,it is difficult to seized up,the rent required to pay the fine for delaying payment in arrears not court support,due to the imperfection of the current policy rent-seeking phenomenon mount.The reason why the exit of public rental housing in Qingdao is so difficult is the low level of housing regulation and the lack of cooperation between the housing security department and other departments.Secondly,the examination method is not perfect,the scope of examination is limited,and the data obtained in the actual examination is inevitably biased.Once again,theexit is unreasonable,and many tenants have lost their quality of life after exiting the housing security system.Finally,the withdrawal rate is low.In the future development,first of all,we should improve laws and regulations and strengthen cooperation between departments.At the same time,we will improve the public rental housing exit system,and expand the scope and scope of the review.In addition,the management of public rental housing should be strengthened.Finally,improve the incentive and punishment mechanism of public rental housing exit.
