In recent years,In the context of China's housing system reform,public rental housing as an important part of China's housing security and supply system,in order to solve the "sandwich layer" housing needs,maintain social stability,achieve social equity,promote social and economic sustainable development,plays an important role.Vigorously developing the construction of public rental housing,and solving the housing problem of the low-income groups is good for improving the people's livelihood,to achieve the living goal of the majority of the people.But the public rental housing belongs to the scarcity of resources,the total amount of public rental housing in China is limited.How to effectively use the existing public rental housing resources,the distribution of its assigned to the real conditions of the crowd,is an important prerequisite to protect the public rental housing for healthy operation.To protect the public rental housing in the protection of the full flow of objects,to be recycled to achieve the total welfare of public rental,The scientific and reasonable public rental exit mechanism is playing an important part of social security function.In this paper,the author uses the literature analysis method,the investigation statistic method and the comparative analysis method to take the Shenzhen public rental exit mechanism as the research object,and combines with the practice of Shenzhen public rental exit management,According to the analysis,it is found that there are many problems such as imperfect legislation in the public rental system of Shenzhen City,and the lack of special management.The public rental system is not transparent;the credit system of the tenants is not sound and so on.The reason is,First,the imbalance of supply and demand structure of the affordable housing;Second,the game of tenants and public rental management agency;Third,the government policy is not perfect.Therefore,based on governance theory,government intervention theory and fair distribution theory,and learn from the successful experience of urban practice at home and abroad,the author puts forward that by strengthening local legislation,the establishment of rewards and punishments mechanisms;building the full-time management agencies,improve the regulatory system;building public rental information sharing platform;improving the tenant's income,credit evaluation system;improving the exit process of supporting policies and other measures to further improve the public rental exit mechanism of Shenzhen City to protect the orderly,healthy operation of the public rental housing,to improve people's livelihood and achieve the purpose of social equity.
