Chinese first professional Guarantee Corporation appears in 1993.After 20 years' development,Chinese guarantee industry has made considerable progress.By the end of 2017,the number of guarantee institutions reached more than 7900,the total assets of the industry reached 1 trillion and 210 billion yuan,and the surplus reached 2 trillion and 740 billion yuan.It basically forms the guarantee system of state-owned and private guaranty and reguarantee.At the same time,under the influence of the economic depression,small and medium-sized enterprises are generally difficult to survive,and the default compensation risk is gradually transferred and concentrated to the guarantee institutions.The guarantee institutions are facing the severe test of survival and development.In this context,it is an important strategic choice for the guarantee institutions to break through the heavy fence and enhance their core competitiveness.Performance evaluation is not only a part of company management,but also a key to enhance its core competitiveness.Due to the late start of the guarantee industry in China,the theoretical research on performance evaluation is lagging behind,and the case study based on the balanced scorecard is not enough.Under this background,the author systematically summarizes the theory of performance evaluation,compares and analyzes the advantages and disadvantages of the performance evaluation methods such as target management,360 degree performance evaluation,EVA evaluation and balanced scorecard,and finally selects the Balanced Scorecard as the research method of the Guarantee corporation performance evaluation.Using the combination of theory and case,this paper selects the A Guarantee Corporation as the research object.The author uses the case analysis method,the questionnaire method and the mathematical analysis method,Based on the theory of performance evaluation,this paper analyzes the current situation and causes of the performance management of the company.Using the Balanced Scorecard theory,the company's performance management and strategic management are ingeniously linked.Firstly,the strategic objective of the four dimensions of internal process learning and growth of financial clients is determined based on enterprise strategy.The strategic map of the dimension is drawn,and then the strategic map is drawn.Then the key performance indicators and the weight of the index are selected from three aspects of the company,department and individual,so as to ensure the work of the enterprise strategy guidance.Finally,the performance evaluation system of the A Guarantee Corporation is used to assess the strategic implementation effect of the Guarantee Corporation.The author to construct the performance evaluation system,effectively avoids the short term behavior of the enterprise,and also provides the decision basis for the company manager.Because of the particularity of guarantee industry and the high leverage of characteristic,this article will raised risk control to the company's strategy,corporate strategy corresponding to the decomposition to personal performance appraisal,give full play to the performance evaluation of strategic management in the company of the guide,trying to construct a set of characteristics for A Guarantee Corporation's performance evaluation system,to solve the current problems in the development of related to provide the reference,so as to realize the sustainable development,at the same time,and also provides some reference for other Guarantee Corporation.
