Land Titling,Resources Attributes And Rural Land Circulation

The same reform called “Land Titling” is not a homogenous institutional arrangement in practice,and its institutional effects may also be different.In our country's practice of land titling,there are two representative approaches of the “titling” : the first and also the most common mode of operation,is the direct use of land accounts at the time of second-round contracting.The “four-to-four” titling(which may be called “conventional four-to-tilting”)is adopted;the other is to ensure the right after land consolidation,that is,to carry out land rectification,and then adjust the block and confirm the rights(which may be called “integrated titling”).Both types of land titling can be selected,which means that the system can have different specific arrangements,and property rights can be defined in different ways.The question raised here is: How will two different modes of affirmation—four to the titling,and the integration titling—may affect the rural land circulation? What are the differences in choosing different modes of land titling? What is the generative mechanism of its institutional effect? What is the kind of policy implications? In view of this,this paper takes the theory of “the modes of land tilting—resource attributes—rural land circulation ” as the clue,combining the “integration tilting” quasi-natural experimental data of Shengping Village in Yangshan County and the questionnaire data of conventional four-to-tilting of Yangshan County.Then using the Difference to Differrence method,inferred from the causality of the integration titling between the rural land circulation effect;and through the Propensity Score Matching method to compare and analyze the effects of different land titling.There are the results:(1)The “integration titling” has significantly promoted the improvement of the value of farmland resource attributes.Specifically,after the integration titling,the average land plot area per farmer has increased by 0.627 mu,and the square area has increased by 19.4%.The farmland plots was reduced by about 2.4 blocks,and all the coefficients passed the statistical test.It can be seen that even if the scale expansion caused by the concentration of rural land circulation is not taken into account after the integration titling,the use value of farmland can be increased on the basis of the double improvement in the scale and quality of farmland,thereby improving the scale economy of farmland management.(2)The integration titling is not only conducive to promoting farmers' participation in the rural land circulation,but also brings about a series of changes in agricultural land circulation effects.Specifically,the “integration titling” promoted the overall flow behavior of rural households to increase by 21.5%,and the scale of rural land circulation increased by 10.9%.Both of them passed the significance test and were still valid in the robustness check.(3)Compared with the conventional four-to-titling,the effect of integration titling on the improvement of resource attributes and rural land circulation is more significant and has a greater effect.Through the PSM model,with the conventional four-to-titling farmers group as the control,the effect of the integration titling to improve the resource attributes and the farmer households' rural land circulation is significantly positive.After the integration titling,the average household land plot area and the square land share significantly increased by approximately 83% and 42%,respectively,and the treatment effect on the effect of rural land circulation were all above 25%.Further verification shows that compared with conventional four-to-titling,the integration titling to the effect of rural land circulation effect is greater.It is pointed out that the role of the "integration titling" approach in the improvement of the value of agricultural land resource attributes should be affirmed,thereby affirming its role in increase the value of agricultural land use and the transaction costs of property rights,and promoting the development of rural land circulation market.However,in order to fully release the bonus of the titling system,we must respect the development of institutional innovation at the local grassroots level in accordance with the principled requirements for ensuring the rights of the country's farmland,and leave the choice and adjustment of the specific right-assignment model to the local rural grassroots for completion.Stage,batch,and regional promotion of the land titling.
