The transfer of rural land is an important task to realize the modernization of agriculture and solve the problems of agriculture,rural areas and farmers.In recent years,the land transfer market in China is gradually showing the coexistence of two modes: government led and market led.Compared with the two models,the government dominated investment with capital,technology and manpower,has the advantages of fast speed,large scale and low transaction cost.It has become the preferred way for local government to achieve moderate scale operation.However,this mode also has the characteristics of administrative compulsion and the risk of wasting financial resources.In the background of promoting the allocation of market led resources,the key to the objective evaluation and rational optimization should not be completely negated or fully accepted in view of the government's intervention and promotion of the trend of agricultural land transfer.At the present stage,the agricultural land transfer has a profound influence on the income,welfare and livelihood capital of the transferred households.The root is that the transfer of agricultural land has directly changed the natural resource endowment and the allocation of labor resources,and the latter has a more far-reaching impact on the farmers than the former.Therefore,this paper,through non-agricultural employment,reflects the allocation of labor resources,from the four dimensions of non-farm employment,income,time and location,in order to obtain the effect of the government led agricultural land transfer on the transfer of non-agricultural employment.This paper,Taking Guanzhong-Tianshui Economic Zone as an study area,carries out an empirical analysis of 256 government led transfer households.Firstly,based on the relevant theory,it combs the mechanism of the government led agricultural land transfer to the transferred household non-agricultural employment.Secondly,using the anti-fact analysis framework and the dual differential tendency score matching(PSM-DID)model,the net effect of the government led agricultural land transfer on the non-agricultural employment of the transferred households(ATT)is obtained after controlling the selective deviation and eliminating other interference factors.The study found that: compared with the market dominated type,the number of non-farm households involved in the transfer of government dominated farming land is 0.50 more,off-farm employment time aer 1.26 months per year,the non-farm employment sites are gathered in this county or the city,and the per capita non-agricultural employment income of households is increased by 1519 yuan,but the per capita income of non-farm workers is collected.The decrease of 1687 yuan reflects the lack of employment skills of the non-agricultural labor force,and can only engage in high intensity and low paid jobs,and the quality of non-agricultural employment is relatively low.Based on the research results,this paper puts forward that the government should adjust the role position of the intervention in the rural land circulation practice.Before the transfer,the government should evaluate the appropriate scale of operation and improve the social security system after the circulation.In view of the shortage of non-agricultural employment skills,it is necessary to work together to improve the situation of non-agricultural employment by improving the employment environment,strengthening rural education and training,setting up social responsibility and respecting the main status of the farmers.
