Research On PPP Development In Guizhou Province

Public-Private Partnership(PPP),which has been translated as a cooperative governance model which occurs between in governments and social capital parties through a series of contracts to jointly provide public products and services to the society in China.Under contracts,the governments and social capital parties ought to share benefits and share risks in their cooperation.In the cooperation,both the public and the private parties play their respective advantages.They can not only provide high-quality,high-efficiency and lower-cost public products and services to the society,but also can promote the transformation of the public sector's governance concepts and improve their governance methods,then they can have a change from the original package and hands-on transformation to rely on cooperation and to complement the advantages of social capital.Since 2014,China's PPP projects have grown exponentially.Among the PPP Center's project library of the Ministry of Finance,the volume and development speed of PPP projects in Guizhou Province have attracted much attention particularly.Through the analysis of PPP project data collected at specific time points in the past three years in Guizhou Province,it is concluded that the province uses the PPP model to develop characteristics such as huge volume,unbalanced development among industries,and low project landing rate,and analyzes the main factors affecting it.There are: Guizhou's economic development speed,urbanization needs of financial affordability and institutional environment.On this basis,the further exploration of the current stations of PPP development in Guizhou Province may engender risks in terms of financial burden,government credibility,and sustainable economic development.Based on the results of data analysis,project contracts,project management,and project selection Provide targeted risk governance advice in areas such as laws and regulations.The full text is divided into seven parts.The first part is the introduction,whichmainly describes the research background,research significance,relevant literature review,research methods and innovations of this paper's research.The third to seventh sections analyze and discuss the current status of the use of the PPP model in Guizhou Province,and summarize the development characteristics and the causes of the characteristics of the PPP model based on data analysis,and then explore the potential risks in the development of the PPP model,and provide corresponding policy recommendations.In the end,the article summarizes the content of the full-text study and puts forward what needs to be improved in this research.
