The Research Of Financial Support In New-type Urbanization Construction In The Northwest Region

Since the reform and opening up,China's urbanization has achieved remarkable achi evements,and the urbanization rate has increased from 17.9% in 1978 to 57.35% in 2016,which is regarded by the international community as one of the wonders of Chin a's development.But behind the miracle,there are many problems.During the rapid d evelopment of urbanization,many outstanding contradictions and problems have been a ccumulated.Therefore,for the first time in the third plenary session of the eighteenth proposed "the new path of urbanization with Chinese characteristics",the new path of urbanization with Chinese characteristics,is to promote the human-centered urbanizati on,promote the coordinated development of big and medium cities and small towns a nd development,industry and town fusion,to promote coordinated advance of urbaniza tion and new rural construction.By 2016,the urbanization rate in northwest China was only 51.63%,which is belo w the national level of 5.7 percentage points.Region of northwest China is located in strategic economic belt in the strategy of "area","much starker choices-and graver co nsequences-in" period at the same time also emphasized the construction of infrastruct ure tilt to the central and western regions,accelerate the construction of urbanization,this fully shows that the state vigorously promote the construction and development of the northwest region.New urbanization is different from the traditional urbanization,pay more attention to quality and the connotation of urbanization construction,so in t he new propulsion of urbanization,the construction of public infrastructure,transformat ion and upgrading of industrial structure,the agricultural population transfer and so on all need the support of a lot of money,according to the national development and re form commission,the relevant measurement show that by 2020 the funds required for the construction of urbanization in China is more than 40 trillion yuan.It is not eno ugh to rely solely on government funding for such a huge demand.And bear the bru nt of the financial function which is able to put together a large number of idle fund s to again need money to build,solve the funding gap,the rational allocation of finan cial resources,and support the development of new type of sound and rapid urbanizati on.This article selects the northwest region,the first through the literature analysis method to analyze the connotation of the new urbanization,population urbanization new u rbanization can be divided into three dimensions,industry,urbanization,social urbaniza tion,financial support scale,efficiency of financial support,financial support structure three point of view,find the path of the financial support.And then select the northw estern region of 1997-2016 data from the population urbanization,industry,urbanizatio n,social and financial support two angles to establish index system of urbanization,re spectively the ADF VAR model,granger,impulse response and other correlation analy sis.The following conclusions are drawn: financial support scale,efficiency and struct ure can affect the process of social urbanization;In the industrial urbanization,the rol e of financial support structure in the optimization of industrial structure upgrading is relatively small,which is contrary to the conclusion of the previous research literature.In population urbanization,only financial support structure can be promoted,contrary to the relevant literature.The reason may be that the northwest region,whether the new urbanization or the level of financial development,is in a growing period,and th e financial system is not perfect and the financial support structure is not coordinated.Therefore,according to the actual situation in the northwest region,we should explor e how finance should support the construction of new-type urbanization and finally co mplete the construction of new-type urbanization.
