Agriculture is the top priority concerning the national economy and the people's livelihood,which plays a fundamental role in the development of the national economy.However,at present,from the perspective of "financial support for agriculture",agricultural development faces a huge problem called "financing is difficult and costly".Also,at present,from the perspective of "public financial support for agriculture",the development of agriculture faces problems of limited scale and inefficient use of public financial funds.In order to solve the above problems,the state government proposes to establish a public-finance-supported agricultural credit guarantees system,which aims at guiding and pushing financial capital into agriculture as well as innovating the mechanism of "public financial support for agriculture".It is against this background that Sichuan Agricultural Credit Guarantee Company(hereinafter referred to as "SCND Company")was established in December 2015 and ever since,it has set the goal of "establishing an agricultural credit guarantees system covering Sichuan province" as its business development goal.On the basis of having been operated for one year and a half earlier,it is very important for SCND Company to formulate and implement a suitable development strategy,and to select a suitable organizational structure,in order to build up the provincial agricultural credit guarantees system so as to fulfill its organizational mission.Based on the research results of rural finance and credit guarantee,strategic management and enterprise organizational structure,this dissertation takes SCND Company as the research subject and focuses on the analysis and study of its development strategy for building up the provincial agricultural credit guarantees system.After the analysis and study,this dissertation comes to the conclusion of the specific development strategies for SCND Company,as well as the ways and means for implementing these development strategies.Firstly,on the method of literature research,this thesis summarizes the basic Provincial Agricultural Credit guarantees System theory and research results needed for this research and study,which provides a theoretical basis for the follow-up analysis and study of the company's the development strategy,and also for the choices of ways and means for implementing these development strategies.Then,by the qualitative research method of PEST analysis,five-forces model analysis,enterprise resource and capability analysis and the quantitative research method of external data analysis,this thesis makes a strategic analysis of SCND's external and internal environment and a comprehensive evaluation of the various factors of its development advantages,disadvantages,opportunities and threats,based on the SWOT analysis model as the main structure.Afterwards,according to the results of the strategic analysis,this thesis puts forward the guiding ideology of strategy formulation and proposes the development strategies for SCND Company from four aspects.First,through the integrated strategy,it will extend the depth and vastness of business,expand the scale of operation and realize the enterprise Growth;Second,through the intensive strategy,it will make full use of the potential of the enterprise in the product and market;Third,through the diversification strategy,it will give a full play to its expertise,making full use of enterprise resources and improving operational efficiency;Fourth,through the multi-party joint strategy,it will continue to deepen all-round cooperation with banks,local city and county governments.For all the development strategies mentioned above to be implemented suitablely,this thesis analyzes the feasibility of the ways for implementing the development strategy and makes it clear that it is not suitable for SCND Company to achieve its development strategy through external M & A,which therefore should be approached by the internal development and the strategic alliance.After confirming the way to realize the strategy,this thesis puts forward some means or measures to implement the development strategy from the following aspects.First of all,through the analysis and comparison of the feasibility of "mother-subsidiary model" and "total-branch model",it is concluded that the "total-branch model" should be used as the basic organizational structure for SCND Company to build up the provincial agricultural credit guarantees system,and on this basis,to establish the organizational operation mechanism of the regional business department system.Secondly,through the establishment of the authorization decision-making mechanism and the information service platform,the Credit Guarantee Evaluation model with "soft information" as its core is established.Thirdly,through the cooperation with strategic alliances,it will innovate the mining mechanism of customers and actively shape an effective agricultural guarantee market.It will also enhance product innovation and service innovation to enhance service efficiency.Finally,through perfecting the multi-channel measures of risk prevention and controlling and establishing a comprehensive and coordinated assessment mechanism,it will improve the management level of the company.
