Talents are the first resources of the country and the industry. Talents resources are indispensable for the country, the region and the development of the industry. As the first special economic zone in China, Shenzhen is a window for China. Talent resources are an indispensable driving force for Shenzhen's economic growth and vigorous development. In order to solve the problem of high prices housing and the difficulty of talents' accommodation, Shenzhen has posted talent housing policies. However, due to the unbalanced regional development, the difference of land costs, and the scarcity of land resources, it is difficult to conduct a reasonable selection of talent housing sites and take into account both talents' demand and land benefits. At the same time, there are important implications for answering questions such as how to categorize talent attributes, how to quantify the housing preferences of talents with different attributes, and how to accurately select sites. The innovations of this paper are as follows: 1. The revealed preference theory is applied to the talents housing for the first time. Compared with other methods, the selection preference of the talent housing has been finely analyzed and evaluated. 2. For the first time, the combination of the revealed preference theory and contingent valuation method is used for the selection of talent housing and verified independently by each other, which increases the feasibility and credibility of the results. 3. Through the combination of revealed preference theory and contingent valuation method, a quantitative model for the selection of talent housing location is established for the first time. The result can be calculated using entropy method. The conclusion can provide a quantitative evaluation and analysis model for the selection of talent housing in Shenzhen and other cities which could potentially provide recommendations for new policies. This paper first summarizes the domestic and foreign research status of the talent housing policy and talent housing selection method. A large sample questionnaire was distributed. Then using the GIS platform, Shenzhen has been divided into different administrative units. Followed by revealed preference theory, the selection preference of the talent hosing has been analyzed. Afterwards, based on the results of the reveled preference method, the contingent valuation method is applied to establish a quantitative model, the model is calculated using entropy method and MATLAB program. The model provides quantitative results for the selection of talent housing sites and is able to provide recommendations on precise site selection based on different talent attributes.
