There are time, cost, quality, safety, resource leveling and environment goals in the project management. It is worth researching how to realize the best combination of time,cost, quality, safety, resource leveling and environment.In this paper, it establish five relational models on the basis of a detailed analysis of the interaction between the various objectives, which are cost- time, quality - time, resource leveling - time, security - the time and the environment - time . Further, based on duration - cost optimization, it introduces quality goal, resource-balance goal, safety and environmental objectives of the project, integrates single-objective model, establishes a schedule of multi-objective model, uses entropy method to determine the weight of each goal and improved TOPSIS(Technique for Order Preference by Similarity to Ideal Solution) method of multi - objective evaluation to optimize the implementation of program, and determine the best implementation. Finally, a case verified the feasibility and practicality of the method.
