Research On The Sustainable Operation Of Basic Medical Insurance Fund For Employees

The employees' basic medical insurance system has played an important role in reducing the burden of medical care and protecting the basic medical rights for employees since the establishment in 1998.As the economic foundation of the basic medical insurance system,the basic medical insurance fund is very significant for promoting the development of medical insurance.With the approach of the aging population,rising of medical expenses and increasing of health needs,in some areas,employee's basic medical insurance fund can not make ends meet in the current period,and even appears the accumulated surplus fund deficit.The state has issued a series of guidance to make fund run sustainably.Apparently,analyzing and predicting the sustainable operation of employee's basic medical insurance fund,exploring effective countermeasures to improve the ability of fund's sustainable operation contain a wealth of research value and practical significance.On the basis of elaborating related concepts and theories of employee's basic medical insurance fund,taking W city as an example,the paper introduces development process and related policies,analyzing the running status of basic medical insurance fund from three parts:participation of employees' basic medical insurance,income and expenditure of fund and fund folw.And then,the paper conducts the foercasting model of income and the accumulated surplus forecast model of employee's basic medical insurance fund to forecast the running status of the fund in the future from the aspects of risk-pooling fund and individual account.In addition,doing policy simulation by delaying retirement age,increasing actual contribution rate,increasing the proportion of risk-pooling fund,enhancing the yield and controlling the increase of medical expenses to explore the influences on sustainable operation of risk-pooling fund.The results show that aging of population,revenue policy of medical fund,unreasonable growth of medical expenses have an impact on sustainable operation of risk-pooling fund.On the basis of analyzing and predicting the sustainable operation of employee'sbasic medical insurance fund,the paper puts forward the following suggestions:actively responding to the aging of population by delaying retirement age appropriately and improving relevant supporting measures of birth policy,improving fund raising mechanism by standardizing fund raising and adjusting rate reasonably,improving the system of individual account by adjusting the proportion and optimizing use range,controlling medical expenditure increasing unreasonbly by adjusting the settlement method of risk-pooling fund,promoting the construction of hierarchical medical system and improving health management,strengthening fund supervision and management by ensuring fund's security and promoting the construction of intelligentized monitoring system.
