Research On The Driving Effect Of Open Governance On The Technological Innovation Ecosystem Of Manufacturing Cluster

With the development of the economy,the importance of the innovation of the manufacturing cluster is becoming more and more important,while the disadvantages of the closed cluster are gradually presented.The development of our manufacturing industry cluster is in urgent need of a new way of cooperation and opening.In the nineteen major reports of the party,we should pay enough attention to this,and put forward to “speed up the building of a powerful manufacturing industry,accelerate the development of advanced manufacturing industry”,“promote China's industry towards the high end of the value chain,and cultivate a number of world-class manufacturing clusters”.In this context,this paper selects the cluster open governance as the research topic,from the original concept to quantitative analysis and to dynamic system simulation,and makes a series of studies on the connotation of open governance,the innovation driven mechanism of open governance,the current status characteristics of open governance and the innovative driving effect of open governance.First of all,based on the existing literature research,we use the grounded theory method to extract the concept of cluster open governance and its innovation driving mechanism.The open governance of cluster open governance consists of the internal open governance of the relevant stakeholders oriented by the local government or the large enterprise group,and the external open governance of the global governance by the interaction of the important nodes and the global innovation system as the important nodes to realize the global value chain embedding.The essence of the innovation driven by the open governance of the cluster is that the interactivity of the innovation subject and the circulation of the object fully play a full role in breaking the process of opening the cluster governance of the internal barriers in the cluster and the internal and external objects inside and outside the cluster.Secondly,according to the concept of the open governance of the cluster,the evaluation index system of the open governance of the manufacturing industry cluster is constructed,and the provincial section data in 2016 is selected as the research object,and the entropy weight improvement TOPSIS method is used to quantify the open governance of the manufacturing industry cluster in China,and the current situation of the open governance of the manufacturing industry cluster in China is analyzed at the same time.The data map method helps to explore the location and distribution characteristics of China's manufacturing cluster's open governance.The analysis shows that there is a big gap in the degree of open governance in China's manufacturing industry cluster,and the location difference is obvious.The degree of open governance in the eastern coastal areas is generally higher than that in the central and western regions.The degree of openness governance appears from the west to the East and from north to south.Then,based on the previous research,a dynamic model of the manufacturing cluster technology innovation ecosystem driven by open governance is built,and the simulation research is carried out using the data of the manufacturing industry cluster in Jiangsu province.The results of the simulation results and the parameters sensitivity test results of the internal and external open governance are analyzed and explained.The open governance has a positive driving effect on the technological innovation system of the manufacturing cluster,and the improvement of the degree of open governance can improve the transformation of the innovation output and the innovation results of the cluster.At this stage,the direct driving effect of external open governance on manufacturing cluster innovation is higher than that of internal open governance,but internal open governance has a greater impact on independent innovation.With the continuous accumulation of innovative knowledge and continuous development of the economy,the innovation driven utility of internal open governance will gradually increase and be the most important.More than outside open governance.Finally,on the basis of theoretical analysis and empirical research,we put forward some suggestions for reference from three levels,which are to balance the level of open governance in the regional cluster,to improve the internal management of the cluster and to improve the foundation of the open governance of the cluster.
