Research On The Development Degree And Influencing Factors Of Inclusive Finance In Guizhou

In 2016,the State Council officially issued the file "Promoting the Project of Inclusive Financial Development(2016-2020 years)".This document have clearly defined the concept of the Inclusive Finance for the first time from the national level and stressed that "the Inclusive Finance aims at promoting the welfare of people,all sectors and groups are able to enjoy the financial services what conform to their own characteristics of demand with equal opportunities and reasonable price ".At present,Socialism with Chinese characteristics has entered a new era,the principal contradiction facing Chinese society in the new era is that between unbalanced and inadequate development and the people's ever-growing needs for a better life.Therefore,solving problems,meeting the people's demands put forward higher requirements for the current economics and finance.Guizhou,one of the special and basic situation provinces with the most poverty population and unbalanced economic development,is located in the southwest of China.At the end of 2017,there was still 65 poverty-stricken counties in Guizhou,where the task of precise poverty alleviation is heavy and difficult,while vigorously supporting and carrying out the inclusive financial work is better and faster to promote the development process of Guizhou Province poverty alleviation task.Under this background,it is of great significance to study the development level of Inclusive Finance in Guizhou Province and further analyze its influencing factors for narrowing the income gap between urban and rural areas,achieving poverty alleviation in the whole province and the goal of a well-off society in an all-round way.The first chapter of this paper is the introduction.It mainly introduces the background,purpose and significance of the topic,and elaborates the research ideas,research methods,innovations and shortcomings.The second chapter is the domestic and foreign research review and comment of Inclusive Finance.This paper Collected and summarized the researches of domestic and foreign scholars on the developmentdegree of Inclusive Finance and its related factors respectively from the four parts:the definition of the concept,the necessity,the index of degree and the influence factors of the Inclusive Financial development.Then making comments on the review of literature and drawing the research object of this paper.The third chapter is the theory of Inclusive Finance.In this part,this paper firstly elaborated the concept of Inclusive Financial,pointed out that Financial Inclusion not only reflects the "universal",but also emphasizes the "substantial",further clarified the four main courses of China's development of Inclusive Finance,introduced the three basic framework of Inclusive Finance,put forward the theoretical basis and combed the influencing mechanism of Inclusive Finance from three aspects of policy,economy and society,laying the theoretical foundations for the empirical analysis on the development level and influencing factors of Inclusive Finance in Guizhou Province.The fourth chapter firstly introduced the current situation of Guizhou Province economic and financial development,combined with the statistical data of 2006-2016,selected 12 indicators from three dimensions of availability,usage and use quality of financial services,used the Coefficient of Variation Method to weigh each index,and then estimated inclusive financial development index IFI in Guizhou referring the measurement method of Sarma.The results showed that the inclusive financial development level in Guizhou Province is not high and volatile and analyzed the reasons of this feature from three aspects of policy,economy and society.On the basis of the inclusive financial development index IFI in fourth chapter,in the fifth chapter,this paper combined with the characteristics of Guizhou's economic and financial development,selected 9 indicators from three levels of policy,economy and society to analyse the influence factors of the inclusive financial development in Guizhou Province,and finally found that the degree of financial support,the level of regional economic development,the income gap between urban and rural areas and the convenience of transportation infrastructure are the important factor affecting the development of Inclusive Finance in Guizhou Province after eliminating the effect of multiple collinearities.Finally,according to the results of the empirical study,and considering the actual situation of Guizhou Province,the government and other relevant departments should increase financial investment to improve the transportation infrastructure construction and ultimately enhance the convenience of inclusive financial services,on the other hand,coordinating development of regional economy and enhancing the level ofeconomic development in Guizhou,at the same time,enhancing the development ability of rural area and narrowing the income gap between urban and rural areas in Guizhou province can also promote financial inclusion.
