Scientific and technological innovation is a strategic support for improving comprehensive national strength and social productivity,and it occupies a central position in the overall development of the country.With the deep integration of a new generation in information technology and traditional industries which is bringing a far-reaching industrial changes,and it takes a major opportunity for the transformation and upgrading of traditional industries.The new round of global industrial division is undergoing a major adjustments.Yunnan is actively promoting international capacity cooperation and actively integrating the “One Belt and One Road” national development strategy.This not only has created the conditions for Yunnan's resource industries to participate in the global division to promote technological upgrading,but also brought great challenges.This research firstly analyzes and summarizes the general situation of Yunnan's resource industries,the overview of Yunnan's resource industries' embedded global value chains,and the overview of the technological upgrading of Yunnan's resource industries.Then collecting relevant data,and conducting empirical studies to test the impact of global value chain embeddedness on the technological progress of Yunnan's resource industries,and judge the performance and inhibitory effect manifestations.The results showed that: there is a inverted U-type nonlinear relationship between the embedded global value chain and the Yunnan resource industry.Then from two aspects of relationship embedding effect and relationship resource effect respectively to concrete realization of the mechanism for promoting the technological upgrading of Yunnan's resource industries by empirical analysis.The empirical results show:(1)Both FDI and foreign export trade have a threshold effect on the embedded value chains for resource industries in Yunnan.When high-level embedded in global value chains,foreign capital investment will have a crowding-out effect on the technological progress of resource industries in Yunnan,which is not conducive to improve technological progress of industries.While the foreign export trade will significantly promote the technological progress of Yunnan's resource industries,especially the modest embedding of global value chains is more conducive to the technological advancement of Yunnan's resource industries than embeddinghigh-level global value chains.(2)Under the direct effect of relational resources,the use of foreign capital and the introduction of foreign technology can significantly promote the technological progress of Yunnan resource industries.With the indirect effect of relational resources,the use of foreign capital can not significantly promote the technological progress of Yunnan resource industries by embedding it into the global value chain;while,on the contrary,the introduction of foreign technologies will hinder Yunnan resource industries by embedding it into the global value chain.Finally,according to the empirical results,we propose strategies and suggestions for promoting the technological progress of resource industries in Yunnan from the corporate and government levels.
