With the development of economy and society, increasing waste, environmental degradation, resource depletion and energy crisis have become constraining factors harming the sustainable development of human society. The circular economy is widely regarded as the world’s economic development mode, and can effectively solve these problems. Recycling industry is the only reverse logistics industry of the circular economy, and is key to promoting recycling economy. So for our country and the world, vigorously developing renewable energy industry and improving its efficiency levels is already an urgent issue. Therefore, the study of technical efficiency of renewable resources industry in different areas and its influencing factors could help us identify the cause of the technical efficiency gap between the various regions, but also puts forward effective proposals to promote regional regeneration efficiency and the level of technological development resources industry, ultimately improving the efficiency level of renewable resource industries across the country.Based on literature review of renewable resource industries, this paper uses stochastic frontier analysis method to establish a logarithmic production function by selecting the 20 provinces(municipalities) during 2005-2013, and studies the technical efficiency levels and trends of China’s renewable energy industry. The results reveals that: ①technical efficiency level of renewable resources industrial is on the middle level during the period 2005-2013,with the average level of 0.807 and minor fluctuations among 0.8; ②differences exist between east and midwest areas; the average technical efficiency is 0.8774 for the eastern,but for central and western regions, is 0.725; ③efficiency values are also significant differences between provinces in the average efficiency over the years; the highest value of 0.939 for the Jiangsu Province, Heilongjiang’s 0.444 is the lowest.The factors to estimate the results show: ①the proportion of state owned assets and renewable resources industry technology inefficiency showed a significant upward opening parabola, indicating that state-owned enterprises support will promote technical efficiency in the industry in the early period, but with the industrial development of renewable resources, the greater proportion of state-owned enterprises will restrict the development of the industry. ②the level of economic development and renewable resources industry technology inefficiency showed opening downward parabola, indicating that the level of economic development restricts the development of renewable resource industry in the early period. ③ the level of industrial development and renewable resource industry technical inefficiency showed negative linear relationship, indicating that industrial development will promote the efficiency of renewable resources industry technology inefficiency. ④China’s urbanization rate has a significant negative correlation with renewable resource industries, meaning that the urbanization plays a catalytic role on technical efficiency. ⑤the degree of education has a significant negative correlation with renewable resource industries. ⑥ technical efficiency of China’s renewable energy industry has obvious regional characteristics. In the eastern, the production of non-renewable resource industries owns less efficient, high technical efficiency value; in the Midwest region, higher production inefficiencies and low technical efficiency.Finally, according to the empirical analysis this paper puts forward the corresponding policy recommendation to promote renewable resources industry development, including promoting renewable resources industry pluralistic ownership, improving renewable resource industry’s recycling and reusing technology, improving the level of industrial technology, and promote the renewable resources recycling utilization rate of each link, enhance the employees’ comprehensive quality and strengthening cross-regional communication and cooperation.
