The Research On The Development Pattern Of China Inland Pilot Free Trade Zone Based On International Comparison

The development path of Free Trade Zone is moving from a single function to an integrated one.As the economy enters a new normal,the construction of Pilot Free Trade Zone is an important strategy for China to open to the outside,and it is an important measure to break through the bottleneck of China's economic development.In geographical location,China Pilot Free Trade Zone has formed a distribution pattern with six coastal areas,two central and three western,which is accorded with the fundamental policy of coordinated development of the eastern,central and western regions.It has a great practical significance to study the development pattern of China inland Pilot Free Trade Zone in order to realize its function and achieve its radiation effect on the hinterland economy.Based on the analysis of current research status both at home and abroad,combining basic theory with determinants of the choice of inland Free Trade Zone development pattern,this paper explores the development pattern of China inland Free Trade Zone using qualitative and quantitative methods.Firstly,in different periods and different development conditions,the path of building a Free Trade Zone is not same.The open pattern,management pattern and industrial development pattern of foreign main inland Free Trade Zone are analyzed to study the development experience and problems.Secondly,China inland Pilot Free Trade Zone is different from China coastal Pilot Free Trade Zone in terms of location advantages,financial environment,investment environment and industrial structure.The selection of the inland Free Trade Zone and the coastal Free Trade Zone development pattern mainly depends on their own development conditions.According to the relevant theory,the indexes of economic basis,openness level,environment basis and industrial development basis are selected as the basic conditions evaluation indexes which have a choice of China inland Pilot Free Trade Zone development pattern,in order to establish evaluation model with AHP and fuzzy synthetic evaluation methods.On this basis,the factors that influence and restrict the development of inland Pilot Free Trade Zone are studied and its basic conditions are analyzed to compare the differences between the inland Pilot Free Trade Zone and the coastal Pilot Free Trade Zone in basic conditions.Than some measures to improve basic conditions of China inland Pilot Free Trade Zone are put forward and its development pattern is defined.The relevant studies on the development pattern of the inland Free Trade Zone in foreign countries and Hubei province have certain reference significance for the choice of China inland Pilot Free Trade Zone development pattern.In summary,according to the actual situation of Chinese inland Pilot Free Trade Zone,some measures are put forward.Firstly,taking "bottom-up" order decentralization and improving the construction of information to realize real “one window handle”.Secondly,speeding up the construction of the integrity system and perfecting the customs supervision system.Thirdly,constructing investment entry pattern with international standards to achieve a unified investment in all provinces and avoid competition in the industry.Lastly,realizing the transformation of industrial development pattern from labor-intensive to technology-intensive to achieving knowledge-intensive industries.
