Research On Function Orientation And Policy Measures Of Chongqing West Logistics Park Based On Free Trade Zone

With the development of economic globalization,international trade rules are being reestablished,the emerging global free trade agreement is gradually weakening and even replacing the WTO,the FTA and FTZ have developed across all the continents,have become one of the main forms of regional economic integration.Since joining the WTO,China's economic growth has been heavily dependent on exports.But after the 2008 financial crisis,the problems of the weakness of the international trade,the rising cost of domestic labor,the excess production capability and high energy consumption has become increasingly prominent.The domestic economic development has entered a new normal,the upgrading of the industrial structure is facing pressure,so we need to explore the new breakthrough in reform and realize the transformation of the economic structure.In this context,it is an important national innovation strategy that China proposes to build pilot free trade zones,further strengthen the opening to the outside world and reform the existing system.How to promote the construction of the free trade zones has become a hot topic in the academic circle.At present,with the development of China's pilot free trade zone,the test area have been gradually extended from several regions to the whole country.The coastal test areas has been explored and accumulated a number of valuable experiences in reform.Now the strategy has been extended to Chongqing,Xi'an and other inland areas,how to promote the opening of inland areas has become a new research project.Chongqing is located at the intersection of the Yangtze river economic belt and the "One Belt And One Road" economic belt like Y letter shape,while it is also a strategic hinterland of the maritime Silk Road,an important node connecting the three economic circles of Europe,Asia-Pacific and ASEAN.Because of its unique open geographical conditions,Chongqing has become the third batch of pilot free trade zones approved.In addition,Third intergovernmental cooperation projects between China and Singapore landed in Chongqing,Chongqing ushered in the historic opportunity to build an inland open highland.Western Chongqing logistics park is one of the important open platform in Chongqing.It is the starting point of the Yuxinou Railway,an important hub linking West to Europe and south to Singapore.It plays an important role in the construction of the free trade zone in Chongqing.Based on the theoretical and practical background,this paper has fully analyzed the FTA construction background and theoretical basis,studied the domestic and foreign advanced experience,analyzed the development status of Chongqing western logistics park.Finally,it puts forward the function orientation and policy measure suggestions of Chongqing western logistics park under the condition of free trade zone.
