Service-oriented economy is the characteristic of Beijing economy.High-end service industry is the direction of Beijing's economic future development.The BeijingTianjin-Hebei Coordinated Development Plan outlines the four major functions of the capital and requires Beijing to disperse industries that do not conform to the functional orientation of the capital.However,the development of the Beijing economy after dissolving it is of great concern to the political and academic circles.According to the Beijing-Tianjin-Hebei Plan for Synergy Development,Beijing must vigorously develop a service 0065 conomy,a knowledge economy,and achieve high-end and intelligent development.High-end service industry will be the future direction of Beijing's industry development.Beijing Municipal Master Plan(2015-2035)According to this,the direction of Beijing's industrial development has been adjusted accordingly.However,for the high-end service industry that conforms to the function orientation of the capital,there is currently no consensus in the academic community.The government has not given any specific guidance.This paper aims to explore the Beijing-TianjinHebei coordinated development and the functional orientation of the capital.As for how to develop the service industry,some suggestions with practical value are proposed to serve the optimization and upgrading of the Beijing service industry.This paper analyzes statistical data and concludes that the high-end service industry in Beijing has achieved comprehensive benefits,GDP contribution,and urban distribution in recent years,as well as the economic benefits and innovative inventions of the “Three Cities,One District” and “Six High” functional areas..Although Beijing's high-end service industry has obvious comprehensive benefits,stable industry growth,obvious competitive advantages,and strong industrial agglomeration,the development status of its high-end service industry is in conflict with the functional orientation of the capital and the goals of the world's cities.The high-end service industry in Beijing There are problems in upgrading and relieving the development.For example,the overall scale of high-end services is low,the contribution rate of some industries' GDP is low,the labor productivity is low,the industrial layout is excessively concentrated in the central city,the high-end service cluster development is insufficient,and industrial innovation drives and hatches.Insufficient motivation.The root of the problem lies in the fact that Beijing's economic development mainly depends on the government's leadership,while the government is driven by the interest mechanism,the government's dominant model is biased,the industry's orientation is unknown,and only the expansion of the “two-axis” single-center spatial layout of the service industry is considered,and the high-end service industry is not The increase in quality and efficiency and the coordinated development of Beijing,Tianjin,and Hebei have led to excessive development in the central city and incomplete control of land resources.This paper addresses the issue of upgrading and dissolving the high-end service industry in Beijing,and proposes some policy guidance recommendations based on the “four major” core positioning of the capital: relieving stocks,strictly controlling incremental,reducing transfer costs,expanding financing channels,and improving high-end services.The talent system,the construction of high-end service-specific markets,the establishment of high-end service industry clusters,and the promotion of the development of service economy informatization will provide certain references and lessons for the implementation of policies to promote the development of high-end service industries in Beijing.
