The Study On Theoretical Sources And Practical Basis Of TPP

Since 2009,the Trans-Pacific Partnership Agreement(TPP)has drawn wide attention from all countries in the world.In October 2015,12 countries in Asia Pacific reached a basic agreement after more than 20 rounds of negotiations,and the legal text of TPP agreement was subsequently announced.This paper holds that the TPP is to deal with the new international trade modle,that is,the model represented by the Global Value Chains(GVCs).Since the deadlock in the Doha round,international trade has shown a trend of regional separatist development,resulting in a large number of regional economic organizations and free trade agreements,forming a "spaghetti bowl" effect.Under this situation,TPP members aim to use the TPP to establish a new set of high-standard trade rules in the Asia-Pacific region.Then,by attracting more partcipating countries,they will seize the right to formulate future international trade rules.International trade agreement is important driving force for the reform of the global trade order and international trade system,including TPP agreement.Generally,this paper believes that the TPP is a new round of attempts to reform the rules of international trade.Its emergence and evolution are closely related to the development of international trade,and it fully reflects the new trends in the future reform of international trade rules.Therefore,whatever its ultimate success or failure,TPP still has great theoretical and practical significance on the development of international trade in the future.
