In the current financial system in our country,rural commercial bank has became an indispensable part.Early last century,our country had a modern credit cooperation organization-rural credit cooperatives by farmers become a shareholder,members and democratic management,mainly for the members to provide financial services to the local financial organization,It serviced farmers in rural areas,and its service goal was to promote the development of local economy and social stability,after the establishment of New China in 1949,rural credit cooperatives went through the long and stormy course,and was gradually expanding,yet each development period and the system had a great limitation to it,and that made it experience many twists and turns in the process of business operations.With the development of economy,rural area's demand of capital becomes higher and higher,and rural credit cooperatives are created to serve agriculture,rural areas and farmers.In 2003,eight provinces of our country were selected to carry out the reform of rural credit cooperatives,and established a management system mainly managed by provincial association and co-supervised with other regulators and this system obtained rapid development.Since 2010,with the development of economy,the government has put forward a series of new requirements for rural credit cooperatives,stipulated the basic principles of the development of rural credit cooperatives to build a more scientific and reasonable corporate governance structure,optimize the internal control mechanism,give full play to its due role.In July 2013,approved by the China Banking Regulatory Commission(CBRC)Shandong P rural credit cooperative association officially changed its name to Shandong P rural commercial bank co.LTD.Shandong P bank is a local corporate financial institution,since its establishment in order to "service to agriculture,rural areas and farmers,small and medium-sized enterprise" for the purpose,for the local made great contributions to the development of the real economy.But in recent years,with the implement of national neutral steady monetary policy and the introduction of macro-prudential assessment framework,the bank's previous extensive management,blind expansion model has gone;Interest rate marketization reformed,margin gains narrowed.Shandong P bank who once relied on deposit and load spreads was facing a huge transformation pressure;with the extablisment of Financial Inclusion System,social capital went into the banking industry,the number of banking institutions in county level kept going,the competition in banking industry became increasingly competitive;The rapid development of Internet financial occupied the bank deposit market share.In view of the above problems,How Shandong P bank gets out of the woods,enhances its own core competitive ability to take a place in the increasingly fierce competition in banking industry and offer better service to agriculture,rural areas,andfarmers,service for small and medium-sized enterprises becomes the problem to be solved.Faced with this dilemma,the author the large amount of reading the literature about the development of rural commercial bank,thorough understanding the experts in this field both at home and abroad on the basis of research achievements,creative and put forward the strategic transformation of Shandong P bank management idea,using the SWOT model,from the main advantages of Shandong P bank,the main carrier,the development opportunity and the challenge for four aspects carries on the analysis,and optimization design scheme: Shandong P bank should seize the current opportunity management transformation,take the path of specialization,modernization and communalization to improve their core competitiveness and achieve sustainable development.This paper is divided into six parts: the first part,elaborated,the subject background,research significance,research content and methods;the second part,this paper expounds the research both at home and abroad;The third part,expounded the historical evolution of rural commercial bank,and analyzed the Shandong P bank operation philosophy,operating conditions,profit model,and existing main problems;the fourth part,analyzed the external operating environment from the political,economic,social and technology aspects.and obtained the optimization direction through SWOT analysis The fifth part,made a strategic vision and goals for Shandong P bank,and conducted the transition road from the management concept,profit model,business development and organizational structure the sixth part,in order to guarantee the correct implementation of the strategic transformation,this article put forward the specific measures in consummating corporate governance,optimizing organizational structure,strengthening mechanism construction,constructing innovation system,combing process systemHope this research can be put into practice,and provide help in the practice of the development of rural commercial banks' business strategic transformation in China,Shandong P bank included.
