Research On The Problems And Countermeasures Of The Tax Service Complaint Handling Of Dalian State Taxation Bureau

In the context of comprehensive construction of service-oriented government,the working function of tax authorities has gradually been transformed from tax administration to tax service.Tax service complaints,as a key part of the tax service work,affect the image of the service-oriented government of the tax authorities directly.At present,tax authorities are facing institutional reform,tax reform and management system reform.Tax authorities should provide taxpayers with satisfactory services and handle tax service complaints effectively.It is of great significance to improve the relationship between tax enterprises and build a harmonious society that serve taxpayers and effectively handle the service complaints.In recent years,the Dalian State Taxation Bureau has been committed to the construction of a tax service complaint handling mechanism.They improve the rules and regulations for complaint acceptance constantly.These tasks have gradually improved the quality of tax service complaint handling work.Tax service complaints are widely available.It can solve the tax policy problems and legal governance issues reflected by taxpayers,as well as accept criticism and suggestions from the masses,through the handling of tax service complaints.Therefore,we need to study improving the quality of tax service and the elimination of public negative sentiment towards tax authorities through complaints about tax services.These tasks are especially important for building a service-oriented government.Firstly,this paper summarizes the research on the handling of tax service complaints and the basic status of tax payment service complaints at home and abroad.Secondly,we have adopted research methods of Dalian State Taxation Bureau such as theoretical analysis,investigation and evidence collection,comparative research,and historical investigation.We analyzed the problems in the handling of tax service complaints in the Dalian State Taxation Bureau including the lack of accepting awareness,excessive acceptance channels,insufficient research on tax service complaints,lack of professional talents,etc.In order to solve the problem of the tax service complaints handled by the Dalian Municipal State Taxation Bureau,we have analyzed and found out the reasons.Finally,with reference to the advanced work experience of developed countries and China,we put forward the countermeasures for optimizing the complaints of tax service in Dalian.The research includes improving the level of tax service,improving the construction of complaint handling mechanism,and strengthening research on tax service complaint handling.
