Research On PPP Financing Mode For Non-profit Infrastructure Construction

Non-profit infrastructure is an important condition to protect citizens’ basic cultural rights and meet citizens’ basic cultural needs,and it is also a core element to improve urban competitiveness.At present,because the socialist market economy system has been continuously improved and perfected,the level of urbanization has been continuously raised,and the demand for it has gradually increased.For a long time,in the process of urban non-profit infrastructure construction,the government has participated in the project management and operation in a diversified capacity,thus forming a production mode of public goods with high investment and low income,because public welfare is one of the main features of non-profit infrastructure,and the traditional financing mechanism has exposed a series of defects and drawbacks in solving the financing problem of urban infrastructure construction with large investment scale.What is worth thinking about is how to optimize and adjust the financing mechanism of government investment projects,improve the efficiency of the integration and utilization of social capital,and effectively deal with the imbalance between supply and demand of funds in the process of urbanization,which has become the core content of government investment in non-profit infrastructure projects.PPP(Public-Private Partnership),generally translated as "Public-Private-Cooperation Mechanism",is essentially a project cooperation mode in which the government participates in investment with social capital in order to provide better public goods to the society.Private enterprises and government agencies,under the condition of scientifically defining the rights and responsibilities of both sides,take the principle of sharing risks and interests as the principle,effectively show the characteristics of investors and further increase the effective supply of social public goods.In the complicated economic environment at this stage,the publicity and implementation of PPP mode has made the investors more diversified,constantly digging and developing financing channels,optimizing and improving the investment and financing structure,improving the efficiency of the use of funds,improving the efficiency of public goods supply,and improving the quality of public services.Therefore,PPP has created a scientific development idea for promoting the healthy operation of infrastructure projects in China.On the premise of public goods theory,this paper systematically expounds the concept and operation form of PPP mode by comprehensively and systematically summarizing and sorting out the implementation results of non-profit infrastructure project investment and financing systems in China and western countries.After that,it also analyzes the operating status of the non-profit infrastructure project,compares and analyzes the characteristics of the traditional financing mechanism,summarizes and sorts out the difficulties and pressures faced by the non-profit infrastructure project in the process of implementing the traditional financing means,thus promoting the rationality of implementing the PPP financing mode.At the same time,based on the case study of Liuzhou’s urban infrastructure construction PPP project,it explores in detail the construction of Liuzhou’s outdoor public service advertising as a non-profit infrastructure project.Finally,we should fully contact the PPP model currently implemented in our country,accurately analyze its exposed defects,and at the same time,put forward relevant plans to optimize and improve PPP model from the perspective of diversification,such as government functions and the establishment of information sharing system.
