Research On Tax Administration Reform Of Ningbo Under The Background Of "Internet + Big Data"

In the context of"Internet + Big Data",in order to comprehensively deepen the reform of tax collection and management,we must promote the deep integration of the internet and taxation work,and take advantage of big data.This article is extended by the "Internet + big data",based on the actual work of the grassroots organs of Ningbo,outline the refinement and experience of Ningbo tax collection and management reform,the entry point of the "user portrait" function of the cloud platform of the State Administration of Taxation,which was newly launched in 2018,Seeing big,innovation proposes "portrait thinking" as an important I "Internet +Big Data thinking",can effectively promote tax collection and management reform.The use of "portrait thinking" in the tax collection and management reform,is collecting a large amount of data related to the analysis,abstract the taxpayer's information,quickly and accurately analyze important information such as taxpayers'behaviors and development trends,based on this,quickly and accurately analyze important information such as taxpayers'behavior habits and development trends,to solves the general problems of the pressure of grassroots managers,the difficulty of management of taxpayers,and the risk of taxation management,which are highlighted in the reform of tax collection and management.Through the SWOT model,this paper analyzes the advantages and opportunities of using the "portrait thinking" to carry out the practice of tax collection and management,and draws on the practical application of the "portrait thinking" by other tax authorities and other domestic industries,and scientifically analyzes the value of the practice of portrait thinking.At the same time,this paper finds the disadvantages and threats in the use of"Internet + big data" portrait thinking.At present,the" user portrait"function of the cloud platform of the State Administration of Taxation is just the beginning of the use of portrait thinking.There is a lack of legal and institutional support.The concept of data has not yet been fully formed,the quality of the basic data for collection and management is low,the information sharing mechanism is missing,the practicality of the results is poor,and the lack of compound talents.Then,this paper proposes the reform of tax collection and management mode from the aspects of accelerating system construction,establishing big data thinking,improving the quality of basic tax-related data,building a tax-related information sharing platform,expanding the scope of application,and increase the strength in the construction of the talent team,fully implement the use of portrait technology.
