The CPC central committee attaches great importance to the building of ecological civilization,and the 18th national congress of the CPC has included it in the overall layout of "five-pronged plan",making green development one of the five new development concepts.General secretary xi jinping has stressed many times that green water and green mountains are mountains of gold and silver,that protecting the environment means protecting productive forces and that improving the environment means developing productive forces.General secretary xi jinping has attached great importance to the reform of the system for promoting ecological progress.He has made arrangements and requirements for the four pillars of the system.For the leading cadres of the natural resource assets departure audit regulations(try out)"is the implementation of the CPC central committee on accelerating the embodiment of ecological civilization construction requirements,is the central party committee about the construction of ecological civilization strategic deployment of a great achievement,for leading cadres firmly set up and practice,promote the assets of economical and intensive use of natural resources and ecological environment security,improve the system of assessment of the performance evaluation of ecological civilization and the responsibility,It is of great significance to urge leading cadres to earnestly fulfill their responsibilities of natural resources and assets management and ecological and environmental protection.For the audit of natural resources assets,domestic and foreign academic circles have done relevant research.Some experiences about audit of natural resource assets are summarized in practice abroad.However,there are few references for foreign audit of outgoing leading cadres,which can only be drawn from the experience of previous pilot projects in China,and foreign audit of economic responsibility as a theoretical reference.In the process of research,this paper mainly draws lessons from the relevant theories summarized by Chinese scholars on the audit of outgoing leading cadres' natural resources and assets,and analyzes and discusses the feasibility of its application in practical pilot projects.Therefore,this paper analyzes the implementation of X forest farm's audit of outgoing leading cadres'natural resources and assets and their trial results.This study firstly starts from the basic theory of outgoing audit of leading cadres'natural resources and assets,environmental economics theory and public accountability theory as the theoretical support for research.From the audit motivation,audit objectives,audit characteristics,audit mode of the three aspects of tracking audit for in-depth theoretical analysis.Secondly,combined with the actual situation of the outgoing natural resources and assets audit of leading cadres of X forestry farm,the existing problems and causes of the problems in the provincial audit were studied.The audit of outgoing leading cadres' natural resources and assets is still in its infancy,and there are still many problems to be solved in its effective implementation.
