In 2018,the national food safety supervision system carried out a new round of reforms in the departmental system.In this environment,this study focused on the characteristics of the food safety supervision system in Hangzhou,so as to provide a new solution or suggestion for future decision,and to improve the food safety supervision capability of Hangzhou at the same time.This article analyzedthe characteristics of food safety supervision system in Hangzhou,including the analysis of the regional characteristics,regulation changes and characteristics,human resource allocation characteristics and technical platform characteristics of Hangzhou area,and monitoring the food safety results in Hangzhou.Evaluation and analysis was conducted in three aspects: which were food category,seasonality,and food hazard factors.According tothe investigation results,the characteristics of Hangzhou food safety supervision system was clearly understood.The results show that the food industry in Hangzhou is developed and the variety of traditional foods is rich.To March 2018,there were 119,441 food production and operation units,which were regionally distributed.Food regulatory personnel accounted for 38% of ages 30-48 years old,45% of 48-60 years old.The age structure is aging.Food profession only accounted for 15%.Supervisory staff is unstable,meanwhile it has great loss.During 2017,in the food production field of Hangzhou,the food processing food,edible oil,oil and fat products and relatedby-products,beverages,cakes and other 28 categories of food were sampled and monitored.A total of 3,047 batches were monitored and 79 batches were rejected.The percent of pass was up to 97.86%.Among them,the most beverages were in unqualified batches.From results of the analysis of food safety hazard factors,it was found that the unqualified microbiological indexes were outstanding,accounting for 61% of the total proportion.Pre-packaged foods were sampled and monitored in the field of food circulation.The unqualified rate in winter was 1.67%,and the summer unqualified rate was 1.00%.Food storage conditions and storage time have a certain impact on food quality.There are seasonal fluctuations in product quality monitoring results.Based on the above research results,our paper puts forward the following suggestions and countermeasures.1.The government need to improve the system of food safety laws and regulations and establish a legal framework for food safety which is suitable for the supervision of large markets after the reform.2.They should optimize the allocation of food safety supervision resources.Meanwhile,the security system for regulators,technology platform layout and supervisors' effectiveness should be improved.Besides,the technique and detectability of professional ranksshould bestrengthened,too.3.The information constructionought to be accelerated,mainly including the improvement of the traceability system for food quality and the internet plus market supervision.At the same time,to form an information-based supervision met the needs of food safety supervision in Hangzhou,the intelligent supervision mode of food safety,big data application and online supervision should be generalized.In addition,the shortcoming of large quantity of food enterprises and lack of food supervision personnel can be overcome by using the related machines.4.The coping mechanism of characteristic traditional food should be established.It is conducted by popularizing the wisdom of law enforcement.5.The risk assessment of product quality in the food sector should be also strengthened.For example,the supervisor can increase the proportion and target of spot checks.For improving test performance and ensuring public food safety,they are able to prevent the safety risks scientifically.
