Research On PPP Project Partnering Mode Based On Incomplete Contract

In recent years,with the support of China's policy,the public private partnering model has been continuously promoted and applied,and the number of PPP projects has increased.However,due to the characteristics of PPP projects,such as long cycle,many subjects,large investment,high risk,high uncertainty and incompleteness of contract.PPP projects are often difficult to land,difficult to operate and low success rate.In the face of various problems in PPP project implementation,it is necessary to discuss the PPP project management mode in depth to promote the continuous development of PPP model,reduce financial pressure and improve public product quality.Based on this,this paper takes the PPP Project Partnering model construction and its operation and management as the research focus,combines the methods of literature research,comparative analysis,logical analysis and research and consulting,and makes a systematic study of PPP Project Partnering management model,which provides theoretical reference for the development of PPP model in China.Based on the necessity of building PPP project partnering model,this paper makes a comparative analysis of two different models of PPP project contract management model and Partnering management model,and makes clear the importance and necessity of PPP project introducing Partnering model.Analyze the composition of PPP project participants and the evolution of the organizational boundaries,analyze the game process of PPP project participants participating in the Partnering model,construct the PPP project Partnering management model and discuss the key factors of success.Based on the concept of partnership and the spirit of sharing advocated by the partnering model,the paper explores the operating process and mechanism of PPP project partnering model.Explain the seven management mechanisms of PPP Project Partnering from a scientific and systematic perspective.Based on the objectivity of conflict,and following the principle of "step by step",a pyramid-type PPP project conflict management system is established,and its conflict management process is clarified and reasonable and effective solutions and strategies are proposed.This paper analyzes the application of PPP Project Partnering model and verifies its applicability and effectiveness to improve PPP project management efficiency and smooth implementation.Finally,it is expected that the research content of this paper can provide some reference value and significance to the management of PPP project,and promote the benign,healthy,efficient development of PPP model and the steady improvement of public service.
