Designs Of Electronic Port Under The Perspective Of Smart Government

The economy of Guangdong Province is in the critical stage of transformation and upgrading.To speed up the transformation and upgrading of trade and economy,and to improve the level of open economy development in an all-round way,it puts forward higher requirements for customs clearance and logistics efficiency at ports objectively.Customs,inspection and quarantine have built their own information systems as both service departments and operation departments in recent years,and made unremitting efforts to reduce costs and clearance time.However,it is unrealistic for a single department to improve the efficiency of customs clearance by a large margin.Only through data exchange and information sharing among different departments can we further improve the efficiency of customs clearance and logistics at the ports of our province,which must be done with the mutual assistance in law enforcement and integration of business processes among different departments on this basis,so as to adapt to the need for economy transformation and development of our province.Presently,six regional electronic port platforms have been built in Guangdong Province.But it is difficult to achieve information sharing and interconnection because of the lowly level and small scale of service with the lack of unified standards and norms.Any development of these platforms will easily lead to duplication of construction and waste of resources,and it will also increase the difficulty of integration in the future.At the same time,with the rapid development of information technology,especially under the support of cloud computing,large data,Internet of Things and other emerging technologies,informatization construction of government presents a series of new features.The traditional e-government is turning into intelligent and service-oriented government,which is known as the intelligent government.The theoretical research and practical exploration of intelligent government have proved that intelligent government is an effective way to solve the problems related to e-government.As an integral part of e-government,China's e-ports can fully refer to the relevant theory and research model of intelligent government to build a new type of e-ports,i.e.the intelligent ports.Based on the study of the theoretical basis and practical experience of the intelligent government and the electronic port,combining with the actual situation of Guangdong Province,this paper puts forward a set of feasible and effective suggestions for the construction of the electronic port in Guangdong Province.That is to formulate unified business norms and technical standards for local electronic port construction,to achieve the building and docking of electronic ports throughout the province under the unified norms and standards,and to create one operational platform for all local electronic ports.That also means to co-ordinate the development of electronic ports around the province effectively and to maximize the functional and efficiency role of electronic port construction.
