The report of the 19 th National Congress of the Communist Party of China pointed out The centralized bidding and procurement of drugs is an important part of the reform of the medical and health system in China.It is also an important measure to curb corruption and reduce the medical expenses of patients from the source.It is conducive to standardizing drug purchase and sale activities in medical institutions,improving the transparency of drug procurement,curbing unhealthy trends in the field of drug circulation,and reducing the burden of social medical expenses.Therefore,it is increasingly accepted and widely concerned by all sectors of society.China is in the deep-water period of comprehensive deepening reform.Shanghai Drug Centralized Bidding and Purchasing Department,as the “leader” of the national pharmaceutical reform,has initially formed Shanghai's centralized pharmaceutical bidding procurement model and has played its due supervision function,but it also exists.With weak links,many problems have been exposed in terms of regulatory agencies,regulatory actions,regulatory content,and regulatory tools.This paper introduces the status quo of centralized drug bidding procurement mode in Shanghai through literature research method and case study method,and takes the centralized drug bidding procurement work in Shanghai as an example.It finds the problems in the supervision of centralized drug bidding and procurement,and analyzes the lack of regulatory agencies.Legal authority,lack of regulatory enforcement of regulatory actions,lack of complete and effective regulatory content,and lack of social credibility in regulatory tools.At the same time,this paper also uses the theory of public interest,departmental interest theory,relaxation regulation theory,incentive regulation theory and other government regulation theory,and puts forward that it should deepen the supervision and management of centralized drug bidding and procurement,improve the coordination and coordination of regulatory agencies;Assess and improve the accountability of regulatory behavior assessment,use information disclosure as the main means of supervision,improve the transparency of regulatory content information,supervise and manage the information platform service,and improve the uniform effectiveness of regulatory tools to further strengthen the centralized bidding and procurement supervision of drugs..Finally,this paper introduces the pilot situation of centralized drug procurement in Shanghai and the enlightenment brought by the practice,which has certain reference value for the development of centralized drug procurement supervision.
