Medicine centralized purchase by bidding, as a form of medicine purchase, is an impartment reform of urban medical health system in medicine circulation. Its enforcement is also a significant measure in controlling medicine price. This measure aims at regulating medicine sector's business behavior, correcting unhealthy tendency, ensuring medicine quality and lowering medical cost. Finally this measure will help resolve the problem of high medicine price, reduce patients' burden and benefit the people. And got physic achievements. But there are still some problems in implementing this measure. This article will investigate the problems by deep interview and small-scale questionnaires studying in the current situations of medical circulation, the governmental medicine price management system and the enforcing process of medicine centralized purchase by bidding. We use statistical software SPSS to analyze the questionnaires. Finally the paper will also provide rational advice for consummating each management mechanism, making scientific and reasonable medicine price, and tackling the problem of the common people to see a doctor expensively difficultly, and provide the basis for decision-making from now on.The questionnaire is dealt with Factor Analysis, ANOVA, Correlation Analysis, Regression Analysis and so on. The main results are as follows:1. The quality of medicine centralized purchase by bidding can be evaluated by quality factor, correcting factor, price factor, order factor and price fixing factor.2. The dimensionality of medicine centralized purchase by bidding has no significant difference between different questionnaires character. Therefore, we can investigate the commonness by questionnaires to provide advices for improve the quality of medicine centralized purchase by bidding.3. The five factors in medicine centralized purchase by bidding are positive correlated with estimation of work quality significantly. They also have distinct forecasting effect which is reduced in the sequence of quality factor, correcting factor, price factor, order factor and price fixing factor.
