Research On The Policy Of Financial Support For Agriculture In Jiangxi Province Under The Background Of Rural Revitalization Strategy

Agriculture is the basic industry of the national economy.Due to its own attributes,it is constrained by factors such as the natural environment and the market environment.Therefore,the development of agriculture is inseparable from the support of the state.It is the common practice and the most direct and most important means for the government to promote the development of agriculture,rural areas and farmers through fiscal expenditures.The financial support for agriculture has become the most important source of funding for agricultural development.For a long time,China’s agriculture,as a labor-intensive industry,has lagged behind the development of industry and service industry.The increasing wages of urban industry and service industry have attracted the transfer of agricultural and rural population to cities,and the imbalance between urban and rural development has become more prominent.In order to coordinate urban and rural development and solve the problem of backward development of agriculture and rural areas,the party and the state timely proposed a strategy for rural revitalization aimed at realizing the modernization of agricultural production,increasing agricultural productivity,and narrowing the gap between urban and rural development.The proposal and comprehensive implementation of the rural revitalization strategy benefited from China’s growing national strength and fiscal revenue,and fiscal expenditure is the most important guarantee for the effective implementation of the various contents of the rural revitalization strategy.In the context of the rural revitalization strategy,this paper summarizes the research results of predecessors from the theory and practice,analyzes the impact of fiscal support on the agricultural economy,and systematically analyzes the research interval of Jiangxi Province from 1980 to 2016.Since the reform and opening up,Jiangxi Province has studied the development process of agricultural economy and financial support for agriculture,and studied the impact of rural revitalization strategy on financial support for agriculture.This paper first analyzes the current situation of financial support for agriculture in Jiangxi Province,and finds that despite the rapid growth of agricultural economy in Jiangxi Province,the scale of financial support for agriculture has also expanded.However,there are still insufficient relative scale of fiscal expenditure,unstable growth,unreasonable structure,and financial support for agriculture.The reasons for the low efficiency of capital use include the natural weakness of agriculture itself,the insufficient total government revenue,the insufficientinvestment intensity of fiscal agriculture,the unclear responsibility of central and local fiscal support,and the lack of effective fiscal support.Agricultural supervision and management mechanisms.Thirdly,this paper summarizes the experience of financial support for agriculture in developed countries and regions,and analyzes its reference and enlightenment to the financial support of agriculture in Jiangxi Province.Finally,based on the previous analysis,this paper proposes to increase the financial input of agriculture,establish a long-term and stable growth mechanism for fiscal support for agriculture;optimize the financial support structure;strengthen the supervision of financial support for agriculture,improve the efficiency of capital use;Source,establish a multi-funding mechanism;support new agricultural business entities,broaden the scope of financial support for agriculture;increase agricultural insurance,establish policy recommendations for agricultural insurance mechanisms,with a view to providing a certain reference for the Jiangxi provincial government to improve its financial support policies.
