Analysis And Countermeasures Of Government Guarantee For Agricultural Credit

In the process of socialist construction in China,the rural problem has always been a major concern of the whole society.According to the work report of the government in 2018,China's agricultural foundation is still weak,and the gap between urban and rural development and income distribution is still large.Therefore,China needs to unswervingly accelerate the transformation of traditional agriculture and promote agriculture.In addition,the primary industry,the second industry,and the tertiary industry need to be integrated to form an agricultural modernization road with Chinese characteristics.China has nearly 800 million rural population.With the rapid development of rural areas in recent years,agriculture is becoming more and more large-scale development,which makes it more and more urgent to establish the formal channel of financial services in rural areas.Without the support of credit funds,the rapid and healthy operation of rural economy and the large-scale development of agricultural production can not be achieved.However,in the actual production and operation activities,agricultural production is still subject to the lack of collateral,poor credit environment,decentralized management and other reasons,farmers as well as agricultural enterprises often have no access to the formal financial institutions.In this context,since 2016,the state has established a set of government guarantee system for agricultural credit throughout the country,aiming at breaking the current agricultural credit dilemma.The purpose of this paper is to study the development dilemma of government guarantee system of agricultural credit in the past two years and put forward some suggestions to promote the development of agricultural credit in China.Starting from the present situation and supply and demand of agricultural credit in China,this paper analyzes the dilemma and causes of government guarantee of agricultural credit.Combining with the author's own practical work,we can fully understand the current development dilemma of government guarantee department of agricultural credit and provide ideas for the development and further reform of agricultural credit.This paper first introduces the relevant concepts in the field of agricultural credit,leading to the necessity of the current agricultural credit market intervention in government guarantees.Through the development of relevant data,this paper sums up the main problems existing in the development of government guarantee for agricultural credit at present,then introduces the experience and operation of foreign agricultural credit guarantee by using comparative analysis method,and refines the characteristics of perfect legal system,advanced guarantee mechanism and high government involvement.According to our country's real situation,from the perspectives of the government,financial institutions and farmers,combined with case analysis,it summed up 11 measures to improve the government guarantee of agricultural credit in China.The author believes that this paper has a certain theoretical and practical significance for the construction of the overall system of government guarantee of agricultural credit.The innovations of this paper are as follows:firstly,it relies entirely on the practical work,and finds the corresponding problems,and extracts the corresponding measures;secondly,it is different from the previous research on agricultural credit or rural finance,starting from the specific point of view of government guarantee of agricultural credit,and at the same time it puts forward the relatively new counter-measures at present.Guarantee measures innovation is used to promote the development of agricultural credit guarantee.
