A Research On Financial Risk Management Of PPP Project In Characteristic Towns

The characteristic town is an important combination of new urbanization and rural revitalization.It is also an important platform to promote high-quality economic development.In recent years,China has introduced the PPP model for the construction of characteristic towns without increasing the level of local government debt.The PPP model has entered China for more than 20 years,and there are many projects with serious problems and even failures.The big reason is that there are various uncertain factors in the PPP project,and the uncertainty will cause financial risk.Therefore,the author believes that although most of the PPP projects are still under construction,it is still necessary to conduct financial risk management research to guide the construction of the later projects and avoid the failure of the project.The author first analyzes the current financial risk problems of the PPP project in China's characteristic towns.In this paper,the author has sorted out the development status of the PPP project in the PPP project database.Considering risk characteristics,the author has identified all potential financial risks and also analyzed their common from the internal and external perspectives.Then the author takes financial risk identification,financial risk assessment and financial risk prevention as the main research lines,and conducts a comprehensive financial risk management research on the PPP project of the SH town.The author identifies the biggest financial risk of the project as financing risk and investment risk.The second step the author analyzes the specific risk causes.At the third step The risk was comprehensively evaluated of the case project in the consideration of the whole life cycle and operation period.The Monte Carlo method and the innovative F-score model were used in this period.The author found that the financial risk of this project was small.At the fourth step,the author proposed six targeted financials based on the results of risk identification and evaluation.Finally,based on a comprehensive survey of the status quo of the construction of the characteristic town PPP project,the author provides seven financial risk prevention measures for all of the participants,in order to provide a reference for preventing financial risks.
