Case Study On Risk Management Of Construction Project Of Characteristic Town Based On PPP Model

With the development of China's economy stepping into the "new normal" and the rise of the global economy and rural tourism,the public's expectations for characteristic towns are getting higher and higher.Characteristic towns are about to enter a promising period.At this time,the government level will promote the structural adjustment of the economy and promote the healthy development of agriculture,rural areas and farmers.The ministries and commissions of the state have sent many documents,requesting that all regions and departments learn from the construction experience of tourism towns with Zhejiang characteristics,and formulate local plans according to local conditions.Starting with the analysis of the PPP project of Gaoyou Binhu Moving Changjing Ecological Corridor in Yangzhou City,Jiangsu Province,this paper summarizes the advantages of PPP investment in tourism characteristic towns by dissecting a sparrow,as well as the differences between PPP investment and traditional investment,how to identify the risk points and how to avoid the risks to the greatest extent.It also analyses the successful cases of PPP construction of tourism characteristic towns in this region.Summarize some universal and operational experience.At present,the development potential of PPP characteristic town project is huge,but due to the lack of actual operation of local existing projects,the scale of investment is huge,the level of risk is wide and difficult to effectively identify,involving many levels,and the characteristics of long PPP cycle,enterprises are full of uncertainty about the prospects of PPP characteristic town.Through the analysis of the PPP project of Gaoyou Binhu Moving Yijing Ecological Corridor in Yangzhou City,Jiangsu Province,with the help of analytic hierarchy process(AHP)and expert scoring method,this paper designs the risk identification,risk research and risk supervision in the process of construction and operation of PPP characteristic towns,and effectively summarizes a set of standard PPP Characteristic Towns investment and financing risk identification model.
