Low carbonization of industrial structure is a necessary condition for achieving sustainable development of green energy.Environmental protection investment affects the process of low-carbonization of industrial structure by supporting the development of energy-saving and environmental protection industry and carbon dioxide pollution control.The scarcity of environmental protection funds requires effective allocation of low-carbonization of industrial structure..The core issue of the paper is to explore what kind of environmental investment strategy can effectively promote the low carbonization of the industrial structure.Around this core issue,the paper follows the logical path of "problem-mechanical analysis-theoretic judgment and hypothesis-positive test-based conclusions to propose countermeasures".The paper analyzes the impact mechanism of environmental protection investment on the low carbonization of industrial structure from the perspective of social demand,energy structure and technological innovation,and proposes the theoretical hypothesis by constructing the “emission-output theoretical model” and analyzing the first-order conditions of the model.The empirical process is based on the three dimensions of “low carbon output”,“low carbon energy consumption” and“low carbon emission” to construct an industrial structure low carbonization index system,and uses principal component analysis to form a measure of industrial structure low carbonization variables and corresponding Data;select “per capita environmental investment” as an indicator of explanatory variables.The dynamic panel "U-shaped" structural model(GMM)based on generalized moment estimation is constructed and the panel data of the provinces from 2007 to2016 are selected as samples to test the theoretical hypothesis.The empirical part also estimates and tests the differential impact of environmental protection investment on the low carbonization of industrial structure in the eastern,central and western regions.Theoretical analysis shows that environmental protection investment has both positive and negative effects on the low carbonization of industrial structure;combined with the two-way influence and the marginal productivity diminishing law of factor input,it can form an“inverted U-shaped” between environmental protection investment and industrial structure lowcarbonization.The empirical test shows that at the national level,environmental protection investment has a significant “inverted U-shaped” structural characteristics for the low-carbonization of industrial structure;the positive promotion effect of environmental protection investment on the low-carbonization of industrial structure is stronger overall.Sub-regional inspections show that the promotion of environmentally-friendly investment at the regional level on the low-carbonization of industrial structure is relatively weakened in the order of “East,West,and Middle”,and there is a significant “inverted U-shaped” structure in the “Central and Western regions”.Based on the above conclusions,the paper proposes that in order to effectively promote the low carbonization of the industrial structure,the decision-making body should control the level of environmental protection investment to the left of the positive and negative effect demarcation point,and reduce the negative effect of environmental protection investment;consider regional differentiation and phased Characteristic science implements environmental protection investment,strengthens environmental regulation and talent team construction investment,and guides environmental protection and energy conservation and consumption reduction technology research and development investment.It is an optional strategy to promote the development of low-carbon industrial structure by means of environmental protection investment.
