Research On The Problems And Countermeasures In The Implementation Of The New Customs Clearance Model From The Perspective Of Governance Theory

On July 1 2017,the customs clearance mode was changed from the "serial" operation process of declaration,examination,inspection,taxation and release to the new mode of "one declaration and step by step disposal".Since the implementation of the reform,trade facilitation,the business environment and customs clearance efficiency have been improved.Enterprises have benefited a lot However,the new mode of customs clearance also put higher request to customs,enterprises and associations.How to better implement the new customs clearance mode is a practical problem that we should resolve.The current global trade development mainly comes from inbound and outbound means of enterprises and individuals.Companies,customs declaration association are now taking more part in the process of implementing new customs clearance mode,which is highly fit to the governance theory which stresses “public participating”.Using governance theory to discuss how to better implement the new customs clearance mode is very important in the practice.Combined with theoretical analysis and practical experience,this paper studies the questions and reasons of the implementation of the new customs clearance mode in R city and explores how to better implement the new customs clearance mode.It provides a theoretical basis for better implementation of the new customs clearance mode.It is also conducive to the in-depth progress of customs reform and it further provides trade convenience for enterprises.This paper is divided into four parts.The first part defines the basic concepts of customs clearance,customs clearance mode and new customs clearance mode,analyzes the governance theory and its application in the implementation of new customs clearance mode.The second part analyzes the current process of customs clearance in R city and the measures taken by R customs,enterprises and customs clearance associations since the reform of the customs clearance mode.The third part analyses and the problems and reasons in the implementation of the new customs clearance mode.The fourth part puts forward the countermeasures to better implement the new customs clearance mode from the perspective of governance theory,respectively from the customs,enterprises,associations and universities.
