Research On Financial Support To County Economic Growth

The county economy refers to a complete economic complex with unique regional characteristics,oriented by market demand that regards county-level government as the main body of macro-control and county-level administrative region as the core economic region.The concept of "County economy" was proposed initially at the Sixteenth National Congress of the Communist Party of China,and it stressed to "speed up the readjustment of agricultural industrial structure,increase the intensive degree of agriculture,increase farmers' income growth,and vigorously develop the agricultural products processing industry,so as to achieve considerable development of county economy";similarly,instructions were also made in the Seventeenth National Congress of the Communist Party,i.e."to continue develop and strengthen the county economy".Therefore,county economy was formally put on the agenda due to the high attention paid by the Communist Party of China,and it symbolized that China entered the county economy era.The county economy is one of the basic units of economic development,it has a complete economic structure,and gathers all types of economic factors in the economic entity,which is considered as the most dynamic economic unit at current stage;besides,it is connected to the three major industries,and a bridge to link the rural economy with the urban economy,so it is an important part of China's economic development.County economy has been playing an increasingly important role in the economic,political,cultural and other fields since the implementation of reform and opening up policy in China,and it has become a new growth point of GDP.Therefore,its development and growth has significant role for the implementation of national policies,such as "Three Rural Issues","Increase Farmers' Income" and "Promote the Adjustment of Agricultural Industry Structure".This paper analyzes the development of county economy from the perspective of finance.The study starts from the loans that provided by the financial system for the whole county,and uses the method of combining theory with practice to propose the problem,and then analyze the problem;besides,the role of financial system loan in county economic development is also analyzed.First of all,this paper describes the theories of foreign economic growth,and makes clear that the financial system loan plays a very important role in the development of county economy.Secondly,this paper introduces the aid modality of commercial banks to the county economy,and points out that the main way to support is financial loans.Thirdly,this paper adopts the method of combining theory with practice to prove the view mentioned in the paper,which is made based on the data of economic development collected from Jin City in Hunan Province and combines with the statistic method.Finally,this paper puts forward several strategies to the development of the county commercial banks from the aspects of the operation orientation,risk control measures,loan management and financial business innovation.In summary,the purpose of this paper is to find the integrating point between commercial banks and county territory,hoping to help the commercial banks find innovative ideas to support the development of the county economy by analyzing the demand and special points of the county economy,so as to contribute to the win-win situation between county economy and commercial banks.
