| Along with the advent of the era of knowledge economy and increasingly fierce international competition,high-quality talents have become a key factor in the development of enterprises.Only by acquiring high-quality comprehensive talents can we grasp the initiative and competitiveness in the future economic development.Human resources have gradually evolved into the key and strategic resources for enterprises to enhance their competitiveness.Salary management is an important part of personnel management.The salary system determines the incentive effect for employees.Reasonable salary system contributes to the development of enterprises.However,the salary system is only a means,not the ultimate goal that enterprises want to achieve.Personnel departments need to establish a salary system in line with the healthy development of enterprises,so that salary management can achieve the best incentive effect,so as to give full play to the work enthusiasm of each employee.And then realize the maximization of enterprise profits,which is also the significance of implementing the role of salary system.Therefore,using scientific methods and systematic thinking to analyze and design a salary system that meets the development requirements for enterprises has become an important manifestation of the competitiveness of enterprises.HY Research Institute is a scientific institution specializing in basic research,applied basic research,key common technology research and transformation of research results in the field of marine water quality and environmental monitoring.Since its establishment in 1966,the Institute has achieved good results in scientific research,personnel training and business development.However,with the continuous expansion of the scale of the Institute and changes in the competitive situation of the industry,the Institute has become a public welfare institution with differential allocation since 2013.One part of the funding source is financial allocation,the other part is self-financing for the Institute.Under such external conditions,the shortcomings of the original salary system of the Institute began to appear gradually,and the backward salary system and unreasonable distribution system became the shackles for the Institute to expand its business scale and attract professionals.Therefore,how to use scientific and normative methods to improve the current salary system of the Institute,so that it can not only meet the needs of industry development,but also meet the characteristics of the Institute’s own human resources,has become a problem that HY Institute needs to solve at the current stage.The research object of this paper is the researchers of HY Institute.Through the research on the salary design of scientific research personnel,the main problems existing in the current salary system of HY Research Institute are found out by using the methods of literature research,questionnaire survey and interview.Analyse the reason of the problem and design a new scheme with fairness,incentive and competitiveness according to the characteristics of HY Institute.To encourage scientific researchers to give full play to their professional expertise and help the Institute retain qualified researchers,so that the HY institute can maintain a healthy and stable development under the development strategy.This article starts from the following aspects.Firstly,the research background,significance and methods of the topic are sorted out.This paper reviews and analyses the research status and theoretical results of salary at home and abroad,and summarizes the relevant theories of salary.Then,the author fully combines the current situation of salary management in HY Institute.Through literature research,interviews and questionnaires,this paper deeply analyses the problems existing in the current salary system of HY Research Institute,and illustrates the necessity of optimizing the salary system.Finally,through the research on the internal and external factors and the strategic factors of the Institute,the paper puts forward the optimization scheme of the salary system of the Institute.To achieve the goal of improving the human resources management of HY Institute,so as to provide strong support for the Institute to achieve its strategic obj ectives. |
