In recent years,China's economic level and overall national strength have been continuously improved and the urbanization process has accelerated.Chinese people are moving forward to the great "Chinese Dream".In the journey of realizing the great rejuvenation of the nation,China has made countless innovations and bold attempts on the basis of drawing on advanced experience,including attempts at urban infrastructure construction.China is vigorously promoting the PPP model for the infrastructure construction,in which the BOT model operates extensively and has many successful models.Based on these successful experiences,China's BOT projects are constantly improving,and internal control of the project is an important part of improving the overall efficiency and results of the project.This paper is an analysis of the internal control of specific BOT projects.Firstly,this paper summarizes and explains the internal control theory of domestic and foreign countries and the internal control of BOT projects.It also expounds the basic concepts of internal control,summarizes the characteristics of BOT mode,and analyzes the main risk points,as well as the purpose and methods of BOT project internal control.Secondly,the case study of the Shili Scenic Belt Construction Project in W County of Shandong Province,which is in the operation period,was selected.After the background introduction of the project,the paper divides the whole project into four: the feasibility analysis,bidding and contract signing,construction and acceptance,operation and handover.The status of the internal control of the infrastructure construction project is analyzed acccording to the four parts in detail.Through the research on the internal control status of the BOT project,the main defects of internal control in each stage are found out,that is,the pre-project risk assessment did not meet the company's prescribed level;the manpower management is loose,the construction and supervision are not separated;the cost management is weak;the project supervision is not in place,lacking a cross-oversight platform,and then the author analyzes the causes of these defects.Finally,according to the theoretical basis of BOT internal control,practical application and combined with the actual background of the case,four suggestions for the internal control of BOT project construction are proposed,including: increasing the intensity of risk assessment before the project starts,deepening the feasibility analysis of the natural environment and house demolition;improving the manpower management system to improve the overall efficiency of the project;strict project budget management to avoid project losses;strengthening supervision and forming a mechanism for mutual supervision between the company,government and consumers.For the reason that the author's actual project internal control experience is limited,the project information obtained is only the documents provided by the project team staff and the oral inquiry,so the conclusions and opinions put forward may have certain limitations.I hope that I can continue to improve and make deeper and thorough analysis of the internal control of BOT projects in the future.
