Research On The Follow-Up Supervision Of Wenzhou Enterprises Under The Background Of Commercial Registration System Reform

In recent years,the state has comprehensively promoted the reform of the commercial registration system on the basis of pilot exploration.Since the implementation of the commercial registration system reform in Wenzhou on March 1,2014,market players have kept growing actively,the business environment has been constantly optimized,the regulatory mechanism has been further improved,and the regulatory efficiency has been effectively improved,which has been recognized and affirmed by all sectors of society.However,with the increasingly accelerated pace of reform,the concepts,models and means of supervision have not kept pace with each other in a timely manner,resulting in a bottleneck in the follow-up supervision work.Under the background of commercial registration system reform,this paper applies the government failure theory and the new public service theory,takes the follow-up supervision of commercial registration as the research object,and innovatively concludes the problems existing in the "Strict Control" mode of Wenzhou after the implementation of the "Open-door" policy.Based on the practical work in the market supervision department of Wenzhou,the author analyzed relevant factors affecting the follow-up supervision effect of enterprises through a large number of detailed primary data,and found out the countermeasures to ensure the effective implementation of the follow-up supervision of enterprises under the background of reform.In addition to the introduction and conclusion,the paper mainly includes the following parts:First,take Wenzhou as a sample,using the method of combining data analysis,interview,sums up Wenzhou commercial registration system reform practice and periodic effect,and analyze the current situation of enterprise follow-up supervision under the background of reform,find out the problems of Wenzhou after the implementation of the reform of the registered capital registration system,the policy of "first license after license",the relaxation of domicile restrictions and other policies to ease the entry threshold,the difficulties in implementing the requirements of "Strict Control".Second,based on the actual situation of Wenzhou,this paper analyzes the reasons for the follow-up supervision problems of enterprises under the background of reform through caseanalysis and investigation and interview,mainly including: market environment is complex,follow-up supervision and supporting system is absent,shift in regulatory approach has not been sufficient,information sharing platform construction lags behind,social cognition has the deviation.Third,put forward countermeasures to improve enterprise follow-up supervision problem under the background of reform,effective crack follow-up supervision problem of Wenzhou enterprises,mainly includes: improve the guarantee of a unified regulatory system,innovate diversified follow-up supervision methods,constructing the follow-up supervision pattern of collaborative governance,improve the unified and efficient follow-up regulatory system,build a professional law enforcement team.Taking Wenzhou as a sample,this paper studies the problems and causes of enterprise follow-up supervision under the background of commercial registration system reform,and puts forward countermeasures based on the actual work of the market supervision department,which is innovative in the research perspective and content.However,due to the limitations of the author's theoretical level and work practice,specific measures of follow-up supervision,such as the construction of the follow-up supervision system and effective measures of credit supervision,still need to be improved in practice.
