Research On The Construction Of Tropical Agricultural Catastrophe Insurance Fund In Hainan

As the frequency of major natural disasters in China continues to rise and direct economic losses continue to increase,the traditional means of government financial solutions to post-disaster compensation have exposed many problems,and it is increasingly urgent to establish a sound agricultural catastrophe insurance system.Agricultural catastrophe insurance has the characteristics of market failure and requires government participation and guidance.Thus,the policy agricultural catastrophe insurance model has become an effective means of dispersing catastrophe risks.Due to the unique geographical location of Hainan Province,it is often affected by natural disasters such as tropical cyclones.Crops are seriously affected and economic losses are heavy.At the same time,Hainan Province mainly subsidizes affected farmers through government finances.In addition to the government’s financial subsidies,there is a small portion of agricultural insurance,but the scope of agricultural insurance subsidies is small,and the amount of subsidies is small,and the actual effect is limited.In order to reduce the government’s financial burden and mobilize the participation of the insurance market Hainan Province should form a tropical agricultural catastrophe insurance fund of "government guidance,market operation,standardized management,and feedback supervision".This paper intends to solve the problem of building a tropical agricultural catastrophe insurance fund in Hainan Province and how to construct it.The article explores why Hainan Province builds a tropical agricultural catastrophe insurance fund through both theoretical and practical aspects.On the theoretical level,through the necessity of research,insurability and alliance game,the significance of tropical agricultural catastrophe insurance is obtained.At the same time,the fund source and operation mode of the fund are studied,which provides a theoretical basis for the subsequent construction.On the practical level,the Tropical Agricultural Catastrophe Insurance Fund is a supplement to China’s disaster loss financing means.Hainan Province can use the Tropical Agricultural Catastrophe Insurance Fund to reduce the government’s financial pressure and reduce the participation of insurance companies and reinsurers in the bankruptcy of tropical agricultural catastrophe insurance.The rate,combined with the capital market,introduces relevant financial instruments and increases the channels for risk dispersion.Based on theoretical analysis and realistic analysis,it is necessary and feasible to construct a tropical agricultural catastrophe insurance fund in Hainan Province.The next article addresses how Hainan Province has built a tropical agricultural catastrophe insurance fund.Based on the experience of the construction and development of agricultural catastrophe insurance funds at home and abroad,this paper studies the construction of the tropical agricultural catastrophe insurance fund in Hainan Province,including the establishment goals and principles of the Hainan Tropical Agricultural Catastrophe Insurance Fund and the funds of the fund.Source and application,the operation mode of the fund and the initial size of the fund.Finally,the article proposes countermeasures and suggestions for Hainan Province to better construct and develop the tropical agricultural catastrophe insurance fund from three aspects:how to strengthen government management,increase government support and improve relevant supporting measures.
