The cities are the center of regional society,economy and culture,and city efficiency directly determines the quality of city development,only high-efficient cities can generate good benefits.Therefore,exploring the rules of city development and improving city efficiency are the essential ways to realize high-quality development of regions.Under the background of rapid urbanization,the cities are the carriers of industrial economic activities,its number and size are constantly increasing,and its agglomeration economy effect are constantly appearing.Thus,not only generating positive externalities such as knowledge and technology spillover effect and selection effect promote industrial agglomeration,but also generating negative externalities such as higher cost of resources and intense competition of market,which influence the city efficiency.What's more,industrial agglomeration also influence city scale through influencing city social capital,thus affecting the city efficiency.City scale,industrial agglomeration and city efficiency are independent and interactive.The relationship between city scale,industrial agglomeration and city efficiency have attracted wide attentions of scholars and policy making departments.By revealing the characteristics of spatial and temporal evolution and development trend of city efficiency in China,and exploring the impact of city scale,industrial agglomeration and their synergistic effect on city efficiency,it is very significance to improve city efficiency and formulate reasonable city development policies in China.This paper selects the city efficiency as analyzing object,selects the cities at the prefecture level and above as analyzing sample,selects the synergistic effect of city scale and industrial agglomeration on city efficiency as analyzing perspective,and emphatically analyzes the relationship between city scale,industrial agglomeration and city efficiency.First of all,this paper sorts out and summarizes the literature on the measurement,the characteristics of spatial and temporal evolution and the influencing factors of city efficiency,and analyzes one by one the relationship between city scale and city efficiency,industrial agglomeration and city efficiency and that of city scale and industrial agglomeration.Secondly,this paper analyzes the characteristics of spatial and temporal evolution of city efficiency,including overall,different regions and different city scales,as well as comprehensive efficiency,pure technical efficiency and scale efficiency.Finally,this paper uses method of measurement,such as GMM and spatial panel model,to empirically test the impact of city scale,industrial agglomeration and theirsynergistic effect on city efficiency.This paper finally reaches the following conclusions.First,city efficiency in China shows a fluctuant developing trend and still has room for improvement.Second,from the perspective of single factor,there is an inverted U-type evolution process between city efficiency and city scale,city efficiency is positively correlated with manufacturing agglomeration but negatively correlated with service agglomeration.Last,from the perspective of synergistic effect,the impact of city scale on city efficiency is subject to industrial agglomeration,and vice versa.Based on the research results,a series of policy suggestions are put forward,such as taking population mobility measures at different levels,formulating industrial development strategies at different levels,optimizing the structure of foreign direct investment and giving full play to the role of the government,which provide a reference for improving city efficiency and realizing high-quality regional economic development in China.
