Under the guidance of Xi Jinping thought on Socialism with Chinese characteristics for a New era,the 19 th CPC National Congress proposed to build a moderately prosperous society in an all-round way by 2020.Heyuan City is a mountainous area,and the problem of "agriculture,countryside and rural areas" plays a more and more important role in economic and social development.It is urgent to overcome poverty and the task is heavy.We must really do practical work and work hard,and need a large amount of funds to ensure that the region can be lifted out of poverty as scheduled.Heyuan city,in the mountains,"SAN nong" questions are highlight for the restriction of economic and social development,need to be addressed.In rural construction as the breakthrough point,from the perspective of heyuan fiscal investment and financing has carried on the research and discussion from heyuan rural fiscal investment and financing scale analysis.Based on the current situation of rural fiscal investment and financing,points out the shortages heyuan rural fiscal investment and financing scale,and analyzes the cause of insufficient investment in agriculture.Heyuan rural fiscal investment and financing structure is unreasonable,are analyzed and the deep-seated reasons for rural investment and financing structure is not reasonable for profiling.Analysis of the problems existing in the rural fiscal investment and financing supervision system.Using systemic analysis method this paper expounds the heyuan fiscal investment and financing problems of the supervision system,and the deep reason analysis from the system level.In view of the status quo,and from the perspective of historical category analysis the reason and solve the questions.
