Tax Process Optimization Research Of Tax Bureau In Inner Mongolia N District

As one of the most important functional departments of the government,the taxation department is a window unit with high social attention and an important bridge for communication between the government and the masses.Doing a good job in tax service and providing public services is not only an important way to establish a good public image of the government,but also a way to build a service-oriented government.With the reform of the tax collection and management system,the merger of state and territory taxes,and the impact of information technology on government process in recent years,the taxation process in the N district is in an adjustment period and optimization period.How to optimize the tax process and keep pace with the times,adapt to the adjustment of the current organization,the effectiveness of the service-oriented government,establish a good image of “new tax new services”,and continuously improve the citizen's quality,which is particularly important.Based on the process optimization theory,this paper analyzes and reconstructs the existing taxation process through the key route method.Firstly,we generalized main taxation processes and chose two representative processes,which are tax registration process and VAT reporting process.Analyze each node qualitatively,listen to taxpayer needs fully.Then,using case interviews and questionnaires,in-depth analysis of problems in tax guide,data pre-check,tax-related communication or system execution.Base on the research,we found problems in these parts.Finally,we express our opinions that using for process optimization,for example upgrading tax guide,put tax-related communication in front of the operation,system optimization.It is estimated that the tax registration process can be accelerated by 52.19%,and the VAT reporting process can be accelerated by 48.13%.This is a positive exploration and experiment,not only improves the tax time and tax costs significantly,but also provides some inspiration for the optimization of government processes or business links in other similar areas.
