Small and medium-sized enterprises are the most active groups in China's market,but the financing problem has always restricted the development of small and medium-sized enterprises.China's guarantee industry provides a way for market small and medium-sized enterprises to solve financing problems.However,due to the downturn in the macroeconomic situation,small and medium-sized enterprises have difficulties in operating,and their solvency and willingness have declined.The concentration of compensation in the guarantee industry broke out,exposing the defects of the overall risk tolerance of the guarantee industry and poor risk management capability.This article takes Changji Credit Guarantee Co.,Ltd.as an example to analyze the various risks faced by the guarantee company and seek some prevention and control measures to reduce the business risk of the guarantee company.First of all,this paper uses the literature method to summarize the development and status quo of the guarantee industry.Secondly,using the qualitative analysis method to analyze the current situation of Changji Credit Guarantee Co.,Ltd.,and summarize the problems in the company's guarantee business.It is concluded that the business risks of guarantee companies are mainly divided into four categories:Environmental risks,operational risks,industry risks and compensation risks.Environmental risks include a severe macroeconomic situation,imperfect national policies and regulations,and fierce market competition.Banks are in a dominant position in business cooperation and the moral hazard of the companies being guaranteed.Operational risks include the moral hazard of the project manager,the implementation of the process in the early,middle and late stages of business operations is not in place,the lack of effective supervision and management mechanisms and the unreasonable distribution of work between departments.Industry risks include multi-party supervision,single business model,insufficient innovation capability,and high financing costs.The compensation risk includes a long liquidation process,a low liquidation rate,and the counter-guarantee measures are invalid.According to the current major risk points of the guarantee company,this paper proposes the following risk prevention and control measures:Expand cooperative banks and increase the base of guarantee business.Develop financial institutions to deal with bad debts efficiently.Pay attention to changes in national macro policies and timely adjust the company's short-term strategy and business direction.Learn the advanced experience of the foreign guarantee industry and develop in light of the domestic situation.Focus on market competition and focus on competitors' dynamics.Promote business model innovation and reduce single business dependence.Construct an enterprise risk management culture and form a risk awareness.Introduce a re-guarantee mechanism to diversify business risks.Establish a risk management early warning mechanism and strictly control the company's overall risk level.Establish an internal audit mechanism to conduct supervision and review of internal business.Divide the work content of each department,and work together.Strengthen the training of employees' business ability and improve the professional ability of business personnel.Reduce the concentration of guarantee projects and diversify project industry risks.Focus on emerging industries in the country and pay attention to the state to support the industry.Entrusted loans and bridge financing guarantee business.Formulate the grading fee standard for guarantee business,and impose a guarantee fee for the difference of different risk levels.Promote horizontal information communication between departments and focus on vertical comparison of financial data.Strict counter-guarantee measures to increase the compensation rate.Formulate wage and performance incentives and encourage employees to pay attention to project compensation.Establish a responsibility-related mechanism and pursue the relevant responsible person.Statistics and recovery of the amount owed by the guaranteed company.
