Study On The Cultivation Of New System Of Agricultural Management Under The "separation Of Three Rights" Of Rural Land

The Nineteenth National Congress put forward new requirements for economic construction.Raising farmers' income and reducing the income gap between urban and rural areas are conducive to the realization of the Part's economic construction goals.Farmers' income is affected by rural land system.Orderly land transfer and scale management can effectively improve the income of rural residents.New system of agricultural management includes family farms(specialized households),farmer cooperatives and agricultural industrialization leading enterprises.It is formed as division of labor of agricultural production deepens.Through and intensive management,new system of agricultural management can break the management difficult position of the traditional small farmers and promote agricultural modernization.Under the traditional "separation of two rights" land policy,rural land was faced with problems such as land fragmentation and land transfer with complex interests.Therefore,the development of new system of agricultural management was restricted.With the farmers entering the city to engage in non-agricultural industries,the degree of part-time work in rural areas increases.The contract right and the management right tend to be separated.The policy of "separation of three rights" of agricultural land has created new opportunities for the development and cultivation of new system of agricultural management.It breaks the restriction of original land,which not only protects the rights of farmers themselves,but also transfers the management right of idle land.Separation of contract rights and management rights is conducive to further protecting the legitimate rights and interests of farmers in land transfer.At the same time,it can ensure the stability of transfer term and reduce the short-term behavior of transferee.It is of great significance to promote the agricultural modernization process and increase farmers' income to discuss the cultivation mode and path of new system of agricultural management under the policy of "separation of three rights" of agricultural land.Based on the existing literature,the introduction of this paper summarizes the background of rural land transfer and the current situation of the cultivation of new system of agricultural management.Furthermore,it introduces the framework of the full text.The first part of this paper summarizes the existing literature and expounds the problems encountered in the cultivation of new system of agricultural management under the system of "separation of two powers" of agricultural land.It emphasizes the important role of the police of "separation of three rights" in the cultivation of new system of agricultural management.The second part introduces the policy of "separation of three rights" of agricultural land from the angle of property right,and sorts out the development process of new system of agricultural management.The third part makes a multi-dimensional comparison of new system of agricultural management and summarizes the existing problems in the current cultivation process.The fourth part uses the typical case to provide ideas for the cultivation of new system of agricultural management.The fifth part summarizes the characteristics of the new system of agricultural management and the typical case analysis,and analyzes the cultivation path of the new agricultural operation subject and puts forward countermeasures.Finally,it puts forward suggestions for the further cultivation of new system of agricultural management.
