The Party's "Nineteenth National Congress" report clearly pointed out that "the problem of agriculture and rural peasants is a fundamental issue concerning the national economy and the people's livelihood.We must always put the " three rural issues " as the top priority of the party's work." At this stage,the development achievements of rural areas in China are remarkable,but the lack of funds and insufficient financial support for agriculture are still prominent problems that restrict the development of agriculture and farmers.Rural homesteads and houses are common,important and high-value fixed assets in the hands of farmers.In order to revitalize this part of the dusty funds,pilot projects of rural land contractual management rights and housing property rights mortgage loans have been carried out in various parts of China.In rural housing property rights mortgage loans,the valuation of collateral is very important.The price of rural houses directly affects the amount of loans issued by banks and the actual income of farmers and the development of closed-loop mortgage models.At present,the pilot areas of rural mortgage loans are mostly decided at a specific level.The actual amount of money borrowed by farmers is far from the value of collateral in urban commercial lending.The distortion of farmhouse prices not only affects the income of farmers,but also restricts the development of mortgage business.Therefore,the research on the influencing factors of farm house price is very meaningful for promoting the development of rural mortgage loans.This paper mainly discusses the related factors affecting the price of houses in rural mortgage loans through the following three parts.The first part elaborates the theoretical connotation of agricultural housing mortgage loan and introduces the current status of piloting rural housing mortgage loans.The second part analyzes the current research on the value of farmhouses,the theoretical knowledge and applicable conditions of the characteristic price model,then analyzes the characteristic factors affecting the price of rural houses based on the actual situation in rural areas.The third part uses the rural housing transaction data of Jiangsu Rural Property Rights Exchange Center to construct the characteristic price model of rural houses,and empirically analyzes the specific characteristic factors affecting the price of rural houses.The results show that:(1)The architectural characteristics and location of the rural house will have a decisive impact on the price of the rural house.(2)The existing agricultural house value assessment method lacks objectivity,which hinders the closed-loop development of rural housing mortgage loans to a certain extent.According to the conclusions of the research,the following policy recommendations are proposed:(1)In the future,we should improve the value evaluation mechanism of rural houses.optimizing the mode and procedures of rural housing property rights mortgage loans,and incorporating the collection and research of characteristic factors affecting the price of rural houses into the evaluation method of rural houses.(2)Improving the mortgage loan service and supporting facilities for rural housingproperty rights.Establishing and improving multi-level rural property rights trading platforms of provinces,cities and counties to realize information sharing and resource integration of rural houses.(3)Optimizing procedures and models for rural housing mortgage loans.Strengthening the collection of the geographical location and characteristic factors of rural houses by financial institutions,and put it as one of the credit investigation work for bank pre-lending investigations.(4)Increase efforts to improve rural infrastructure.
