| As the rising of the real estate price in Chinese first-tier cities,a large number of real estates have been hoarded in other cities.For stabilizing the real estate market,the main objectives of the present work are presented by government.Such as improving the urbanization rate of household population,deepening the reform of housing system,promoting the citizenization of migrant workers,expanding effective demand and digesting real estate inventory.The data of Chongqing in 2017 show that its urbanization rate is 60.94%.According to Nossem's "S curve" theory,the urbanization process in Chongqing is accelerating.In the future,there will be a large number of rural population entering the city,and become the main force of the real estate inventory digestion.But the low purchasing power of the Rural People who Emigrated to the City and the city's high house prices cause the rural people has suppressed the demand for buying a house in the city.At the same time,a large number of rural population will cause a lot of rural land resources to be idle and wasted.The rural land mortgage loan can increase the property income of the rural population,and drive the rural population to purchase real estate in city.Therefore,this paper will discuss the driving mechanism of the housing purchase for the rural people who emigrated to the city based on the rural Land mortgage loan.First,based on data of per capita disposable income and per capita living expenditure of rural resident population from 2002 to 2016 in Chongqing,this paper analyzes the demand elasticity of housing income of rural population in Chongqing by using the elastic model of income and demand.The results show that the housing demand of the rural population in Chongqing is directly proportional to the disposable income.Raising disposable income is the fundamental way to enhance the housing demand and payment ability of the rural residents.Then,based on the rural Land mortgage loan,we can increase the property income of the rural population.We do some exploratory research on the financing profit mechanism,the mortgage evaluation mechanism,the mortgage disposal mechanism combined with the actual situation of the rural Land mortgage loan in Chongqing.The results show that the rural Land mortgage loan has the legal feasibility,operational feasibility and economic feasibility in increasing the disposable income of the rural people who emigrated to the city.Finally,based on survey data of the influence factors of rural population buying housing in Chongqing based on the rural land mortgage loan,and use the stepwise regression method to screen influence factors.After the influence factors of screening completed,this paper use the generalized ordered logit model to analyze the key factors and its influence that rural Land mortgage loan driving the rural people to purchase real estate in the city.The results showed that the rural land mortgage loan in Chongqing has a strong driving effect on the housing purchase of the rural people who emigrated to the city.And the key factors that include the number and characteristics of family members,the frequency of urban services,the gender of respondents,the annual household expenditure and the behavior of house purchase.According to the research conclusions,this paper puts forward corresponding measures and suggestions from nine aspects.First,the government can apply the rural land mortgage loan to improve the housing demand of the rural population,so as to solve the housing problem of the rural population and improve the housing quality of the rural population.Second,in order to promote the rural people's housing demand,the rural land mortgage loan can be used as a new power to digest the real estate stock.Third,the government can encourage farmers to change the way of production,extending from agricultural production to non-agricultural production.Fourth,the gender differences and family demographic characteristics of the lender can be used as the basis for financial institutions to choose financing objects.Fifth,the government should attach importance to the protection of the rights of small farmers and alleviate the problem of farmers' difficulty in lending.Sixth,financial institutions should be appropriate to the real estate inventory digestion as the guidance,granting the rural land mortgage loan accurattly.Seventh,the government should increase the publicity of the rural land mortgage loan related policies to improve farmers' cognitive level of the rural land mortgage loan.Eighth,introducing the business of agricultural insurance to disperse the risk of the rural land mortgage loan.Ninth,the government should to implement a differentiated regulatory policy for agricultural related financial institutions. |
