Research On The Inspection And Quarantine Supervision Of Imported Food At Zhenjiang Port

With the rapid development of China's export-oriented economy and the continuous improvement of people's living standards,the importance of inspection and quarantine supervision of imported food is increasingly prominent,and the requirements and challenges are becoming more complex and variable.Zhenjiang,as an important opening port along the Yangtze River,with the continuous transformation and upgrading of the port's import-export trade,the scale of imported food is also expanding.At the same time,the demands for lower customs clearance costs,higher law enforcement efficiency and better service attitudes are getting higher.And the institutional reforms of 2018 also put forward new requirements to the inspection and quarantine supervision of imported food.Under these circumstances,the analysis of problems existing in the supervision of imported food at Zhenjiang Port,and proposal of countermeasures which meet the demands of the institutional reform and people's requirements,are very important to improve the scientific of inspection and quarantine supervision of imported food at Zhenjiang Port,to improve the customer satisfaction,and to promote the integration of the original customs and original inspection and quarantine institutions in ZhenjiangThis study describes and analyzes the problems through a questionnaire survey on the customers and internal personnel and combined with the author's own understanding.The study concludes that:the inspection and quarantine supervision of imported food at Zhenjiang Port now has several problems in the arrangement of law enforcement equipment and inspection site,laboratory testing capabilities,laws and regulations and system construction,inspection and quarantine methods and so on.The causes for these problems are:the plague brought by the 2009 edition of the Food Safety Law has not been completely eliminated,the superior laws have set up the limited regulatory authority for inspection and quarantine institutions on imported food,and the current follow-up supervision methods are very limited,the management concept emphasizes education and training while ignores hardwaresupport,the laboratory system has its limitations and so on.This study analyzes the general reform trend of inspection and quarantine supervision of imported food,and concludes that:the inspection and quarantine of imported food will have more law enforcement content and more law enforcement means,and the structure and the workflow will be modified.At the same time,this study also summarizes the advanced experience of inspection and quarantine supervision of imported food in United States,Japan and the European Union,which all provide some reference for the suggestions of the countermeasures.At last,this study puts forward the countermeasures to improve the inspection and quarantine supervision of imported food at Zhenjiang Port,which include improving the law enforcement facilities and equipment,solving the problem of insufficient laboratory testing capability,establishing the regulatory risk management system,enriching the law enforcement means with the merger of customs and inspection and quarantine,ensuring the smooth transformation of the workflow and the structure,guiding enterprises to take advantage of the comprehensive bonded zone policy and so on.
