To guarantee food security is one of the basic requirements for maintaining a stable and harmonious society. With the increasingly attention to the food safety problem and the rapid development of import and export trade, the traditional safety supervision model of imported foods appear all kinds of social defects, which is more and more difficult for adapting the double requirements of strict checking and fast releasing, therefore the potential risk of imported foods security has also gradually increased. Consequently, it is a question worthy of attention and needed to be research on how to give a more accurate prediction to supervise the Inspection and Quarantine effectively.In recent years, the government departments have paid much attention to the risk management which is seen as the traditional management tool in finance. Through the introduction of risk management in the public affairs, the potential hazards can be done by the confirmation, assessment, solutions. So the losses will be avoided to improve the quality of public service. Moreover, Fujian Entry-Exit Inspection and Quarantine Bureau have made the exploration and application of risk management theory to some extent. Although theory transformation and practice are both at the forefront of the inspection departments, there still have many shortcomings such as lacking of pertinence and poor standardization.Based on the above background, this paper try to combine the imported foods inspection and quarantine practice with risk management standardization system, and establish a process of inspection and quarantine risk management, which is complete, standardized and operable to deal with the possibility of hazards in different stages of the imported foods.This paper is mainly divided into four parts:Firstly, it analyzes and defines the conception of the risks of inspection and quarantine and inspection and quarantine on the basis of collecting and relating the information about the theory of risk management in the domestic and overseas. Secondly, basing on the business profiles of the inspection and quarantine of imported foods, it proposes the necessity of introducing risk management, and launches investigations about the application of risk management, concludes and analyzes the problem of risk management at the moment. Thirdly, taking the import aquatic products in Fujian province for an example, it builds a risk management process according to the risk management standards through Brainstorming, Risk Matrix. Finally, in accordance with the previous analysis results, it advances the ideas on how to safeguard the implementation of foods inspection and quarantine risk management in Fujian province.
